Christiana Figueres, the UN’s top climate change official, said she expects the new power plant rules could spur other big emitters – such as China and India – to begin taking action on climate change and move forward on reaching a deal by the
2015 deadline.

The Environmental Protection Agency will roll out the new rules on Monday – the most significant action taken under any president to deal with climate change.

Figueres said in a statement on Sunday she believed the rules would send “a good signal to nations everywhere” that America is serious about dealing with the threat of climate change.

The new EPA could cut carbon pollution from the country’s power plants by up to 25% by 2020 – tackling the biggest source of the greenhouse gas emissions that cause climate change……..

He said in a speech last week to West Point cadets that America needed to show it was serious about climate change, if it wanted the other big emitters to move.

“American influence is always stronger when we lead by example,” Obama said. “We cannot exempt ourselves from the rules that apply to everyone else. Essential that Russia and the West co-operate on nuclear security

Davis “…….In contrast to Moscow’s pronouncements, Russia’s nuclear specialists recognize that continued cooperation is needed. Nuclear safety and nuclear security are never-ending jobs that require cooperation and sharing of best practices. Russia’s experts do not want to return to nuclear isolation because they believe it led to the 1986 Chernobyl disaster and to the nuclear security crisis following the breakup of the Soviet Union.

Now, the crisis in Ukraine has not only put nuclear cooperation between the United States and Russia on the back burner, but Washington appears to be erecting its own roadblocks that threaten to irreparably damage such cooperation. The House Armed Services Committee recently approved legislation that would put nuclear security cooperation with Russia on hold. While the White House has opposed the committee’s efforts to limit cooperation, the Energy Department has issued its own restrictions on scientific interchanges as part of the US sanctions regime against Russia.

It is clearly in Moscow and Washington’s common interest to prevent the proliferation of nuclear weapons and global nuclear terrorism. Keeping all nuclear materials in control of governments and erecting effective barriers to nuclear trafficking requires cooperation. It is in their common interest to make further arms reductions, rather than return to the arms race era and nuclear testing. ……..

These are precisely the objectives the Obama administration had been promoting with Russia and around the world, although Moscow has become a reluctant partner. Now, Washington appears willing to sacrifice nuclear cooperation in the short term in order to sanction Russia for its actions in Ukraine. But Washington does not have to choose between the two. It should be able to pressure Moscow on Ukraine, while still cooperating on nuclear issues.

Progress on the nuclear front requires good working relationships between Russian and American scientists. These relationships, already strongly opposed by Russia’s security services, cannot be turned off and on at will. They must be nurtured and maintained over time to foster the cooperation needed to reduce the nuclear dangers. Relationships are difficult to rebuild once they have been cut off.  In addition, curtailing cooperation now will threaten the gains that have been made over the past 20 years and jeopardize Washington’s enormous investment in cooperative threat reduction………

As the United States and the European Union take short-term measures to restrain Russia’s actions in Ukraine, they should not sacrifice the hard-earned gains made to stabilize the nuclear threats that arose after the dissolution of the Soviet Union. Some forms of nuclear cooperation, especially on arms control and nonproliferation, were supported even during the darkest days of the Cold War, because the alternatives proved unacceptable to both sides. With the Cold War’s end, nuclear cooperation flourished. Washington should foster continued cooperation to meet our shared challenges, rather than allowing it to be held hostage to the Ukrainian crisis. This is a bogus report with no evidence to back it up.. I have checked all the usa citizen monitoring sites and enenews rad forum.. there is no major readings as this article states.. also, i was unable to post my findings on the article as disqus would not COMPLETE so no comment could be left.. it is disinfo.. untrue .. made up .. a load of rubbish.. Also, CPM is not counts per million it is counts per minute.. i was thinking of deleting it but it is worth leaving so people know to avoid the web site that posted it.. and the anonymous poster that uploaded it is one of a very few bloggers.. or a complete schill from JTRIG as i disqus comments would not let me engage with the creator of this fiction..

A highly radioactive substance, emitting in some places radiation 100 times the permitted amount, has been discovered in Switzerland, local media reported, saying the hazard was known about for 18 months.

Le Matin Dimanche and Sonntags Zeitung reported on Sunday that federal, regional and local officials decided not to reveal the discovery of radium in an old dump in the town of Bienne in case it scared the 50,000 residents.

“120kg of radioactive waste was obtained after sorting. We measured doses of several hundred microsieverts at the source,” Daniel Dauwalder, a spokesman for the Swiss federal office for public health, told Le Matin Dimanche.

In certain places, measurements of 300 microsieverts per hour were taken, more than 100 times the permitted amount for an old dump, the newspapers reported.

Anyone exposed for three hours would absorb the equivalent of a year’s permitted dose.

The waste came from a paint used by the watch-making industry to illuminate the numbers on watch faces.

The substance, which has been banned since 1963 due to its radioactive nature, was discovered when roadworks were started at the site.

The OFSP judged the risk to public health “weak”, although Sonntags Zeitung said that tests on the water table would begin next month.

The president of the federal commission in charge of monitoring radiation, which was not informed of the incident, said the various authorities had made a “mistake”.

“This will all come back to bite us and it is much more difficult to stay credible and win back the public’s trust,” Francois Bochud told Le Matin Dimanche.

Addis Ababa, Ethiopia (PANA) – African countries stand to benefit from the ongoing research to sterilize the mosquito using nuclear science technology, experts say.

South African envoy, Abdul Samad Minty, who is the Chairman of the African Union’s Nuclear Energy Commission (AFCONE), said plans to “irridiate” the mosquito to stop its reproduction are continuing.

“There is need for further studies on whether the nuclear technology can stop the reproduction of the mosquito. The plan is to make the irradiated ones less attractive,” Ambassador Minty told journalists here Friday.

African diplomats met for two days in Ethiopia to discuss the development of the peaceful nuclear programmes.

“We have concluded there is no nuclear proliferation. Africa is safe from nuclear development. The big area is to see how we can use it for agriculture, water and health wherever the technology is available,” Ambassador Minty said.

South Africa, Egypt and Algeria are the only African countries with some forms of advanced nuclear programmes.

Ambassador Minty said if the research on how to use nuclear technology to stop the reproduction of the mosquito succeeds, a major threat to public health would have been eliminated.

Scientists managed to curb the tse tse fly, the sleeping sickness-causing vector by irridiating it.

“It used to kill animals in Africa. We have wiped it out of Africa,” Minty said.

The Scientists and diplomats are calling on the African leaders to urgently set up regional centres of excellence to spread the use of nuclear technology.

Azerbaijan’s Plans for Nuclear Power Raise Concerns

Rather than nuclear power, building up alternative energy resources well suited to Azerbaijan’s climate and geography – hydropower, solar power or wind power – would be preferable, she underlined. Jafarly agreed, noting the contradiction with the Azerbaijani government’s long-term demand that neighboring Armenia close its 38-year-old Metsamor plant, currently the only nuclear facility in the South Caucasus, because of its regional environmental risk.

“Since Baku consistently demands the closure of the Armenian plant, it is not clear why the government wants to create a new threat on its own territory,” Jafarly said.

At first glance, it doesn’t add up; why is Azerbaijan, a country brimming with oil and gas, interested in developing nuclear power capacity?

It’s a question befuddling local experts and environmental activists in Baku. But the questions don’t stop there. Under a May 8 executive order, Azerbaijani President Ilham Aliyev has given responsibility for the nuclear project not to the Ministry of Energy or the Ministry of Industry and Economy, but to the Ministry of Communications and High Technologies, specifically, to a National Center for Nuclear Research that is answerable to the ministry.

The executive order stressed that Azerbaijan’s nuclear capabilities would be “for peaceful purposes,” according to Azerbaijani news outlets.

Work on the nuclear project is slated to begin by the end of 2014, with a hoped-for completion date “within three to four years,” Communications Minister Ali Abbasov announced on his ministry’s website May 13. Abbasov did not specify the cost of the project or the scale of the future power plant, though he referred to the construction of “several nuclear reactors.”

Singapore has decided to lift a ban on food imports from Fukushima prefecture in Japan , where the disaster-struck Fukushima Daiichi nuclear power plant is located.

Prime Minister Lee Hsien Loong revealed the decision on May 31 at a meeting with his visiting Japanese counterpart Shinzo Abe, according to Kyodo news agency.

Singapore stopped importing food products from Fukushima after the March 2011 massive earthquake and tsunami triggered one of the world’s worst nuclear disasters at the Fukushima Daiichi complex in northeastern Japan .

Lee and Abe, meeting on the sidelines of the 13 th Asia Security Forum (Shangri-La Dialogue) in the city state, agreed to seek an early conclusion of Trans-Pacific Partnership trade talks and strengthen bilateral security cooperation.

They also confirmed a plan to revise a bilateral economic partnership agreement that took effect in 2002 with the aim of further promoting trade and investment between the two nations.

Japan and Singapore have boasted strong economic ties over many years. Singapore was the first country to sign a bilateral free trade agreement with Japan.-VNA
