After searching the regional information concerning refugees, I think seems 86,000 is about right for the Fukushima disaster evacuees. The Japanese government evacuated only the residents in the areas 20km radius of the Fukushima Nuclear power plant and also from Iidate village, Kawauchi village and some from Minami-soma city. Total population in those areas was about 86,000.)
