The Fukushima Health Survey team has been using a wholebody counter with high detection limit (more than 300Bq/kg) to measure the amount of ionizing radiation exposure in the residents in Fukushima prefecture.
Prof. Katsuhiko Yagasaki of Ryukyus University, Okinawa, Japan commented that Wholebody counter has been used to downplay the danger of internal exposure.

Prof. Yagasaki wrote an article, explaining the difference between the wholebody counter and the urine test in detail. In his article he commented that it’s wrong to say everybody is fine, using only  the result of wholebody counter.
The reasons why:
尿中のセシウムは0.1 Bq/l(リットル) まで測定可能ですが、この値から全身被曝量を計算すると、子どもの場合、全身について約6 Bqに相当します。ところが報告されているホールボディーカウンターの検出限界は250300 Bq.

1. Detection limit of wholebody counter is usually set up between 250-300Bq/kg.  But urine test is 50-60 times more accurate than wholebody counter.  Detection limit is 0.1Bq/litter, equivalent to 6 Bq.  The Length of time for measurement is 2-5 minutes which is not long enough to measure correctly.

2.Only gamma radiation can be detected. It can not detect alpha or beta radiation.

Prof. Yagasaki also commented that it would be difficult for the Fukushima fallout victims to claim compensation with the result of “No Detection” by wholebody counter.

I can not possibly translate all of what he has to say. I hope somebody will, because Prof. Yagasaki’s opinion has been well respected.
He is the one who helped the Hiroshima/Nagasaki bombs survivors to be able to receive compensation after long battles against Japanese government.  He also wrote a statement of facts for The Fukushima Collective Evacuation Trial

Doctors in Belarus recommend children with 20-50Bq/kg body weight to go to recuperation for a while.  If it’s more than 50Bq/kg, and doing nothing about it, for sure those children will develop some radiation related illnesses in their future.

Early detection is so important.  It’s impossible to detect illness early, using wholebody counter.  Now 27 children already developed thyroid cancer.  
Come to think of it, as soon as Prof. Yamashita was appointed as a head of the Fukushima Health Survey Team, huge amount of money was allocated to build an extension of the area for thyroid operation as if they knew what would happen. 
The Fukushima Health Survey has been doing the same thing what RERF, the Radiation Effects Research Foundation (=ABCC) did to Hiroshima/Nagasaki victims.  “Measurement for scientific guinea pig.”
I just found that according to the official website of Fukushima Health Survey, they used even higher detection limit than 300Bq/kg in July 2011.

*Fukushima prefectural government stopped urine test for “peer pressure”

On 10/25/2012, Fukushima Diary reported Fukushima prefectural government commented they put higher priority to measure radioactive substance in beef than urine test of humankind. [Link]
Urine tests are known to be more accurate to measure the internal exposure than WBC.
According to the report of Fukushima prefectural government released on11/19/2012, they decided not to conduct urine test of Fukushima people because of peer pressure– Everyone says we should conduct WBC more ethan urine test, we can’t choose urine test.

 The Fukushima Health Survey Team announced that they are going to check 50,000 young children (aged 1-3)using wholebody counter to detect internal exposure. 

They are going to start checking in Ohkuma-machi, Tomioka-machi, Kawauchi and Kuzuo from this August.  Up until now they have been limited to check only pregnant women and children (aged 4-18).  

Since June, 2011  This method of checking internal radiation exposure started to operate in June, 2011.  So far 360,000 residents have been examined.

  1. Pro-nuclear LDP is poised to win the upper house elections. They’ve said local government will get a say in whether or not to restart atomic power plants, but their ideological and out of touch approach makes this hard to trust. Let’s demand a clear statement that local authorities will be able to say no to nuclear in their area.

  2. Urine tests say nothing about WHERE IN the body are radionuclides and HOW MUCH. You need Whole Body Counters which start with ZERO to XXXXXX…. The officials are to blame, no one knows these devices, and that they are nowhere! To blame the only existing technology is also wrong. Phoswich Detectors in Partial body counter can measure internal emitters such as Americium 241 (decay prodcut of Plutonium 241), Uranium 235 and Plutonium 239, these are low-energy measurements.   3. The information given above has some errors. The instrument shown is the FASTSCAN whole body counter, supplied by CANBERRA Japan KK (www.canberra.com/jp). The detection limit for Caesium-137 is typically < (less than) 300Bq in the whole body of the person being monitored, within a counting time of 1 minute. The actual value of the detection limit depends on the background radiation level. If we take a fairly small adult, weighing 60kg, the detection limit of this instrument is typically <5Bq/kg for Caesium-137. This is an extremely low level compared with the dose limits recommended for members of the public by the International expert bodies. Usually these instruments are calibrated with gamma radiation sources over the energy range from 88keV to 1480keV, which covers the broad mixture of fission products produced in nuclear accidents, together with natural radioactive potassium-40, which is present in everyone. The average person has more than 100Bq/kg of natural radioactivity in their body, so about 6000Bq total for a 60kg person. It is correct that whole body counters cannot detect pure alpha and pure beta-emitting radioisotopes, although most (but not all) radioisotopes also emit some gamma radiation or x-rays. However, in a nuclear reactor, there is nearly always a mixture of many radionuclides together. Once the short-lived activity has decayed away, the mixture is dominated by Caesium-137. It means that if the level of Caesium-137 in a person being monitored is below the 300Bq detection limit, then any other artificial radioisotopes can only be present in miniscule amounts. Almost all food (not contaminated) contains naturally-occurring radioactivity (potatoes, bananas, nuts, grains, beer (!)) and this has been true for ever. For people worried about nuclear power stations, we must remember that a typical coal-fired power station releases about 400 kilogrammes of radioactive uranium into the environment every single day, as well as noxious gases and heavy metals. Using fossil fuels to make electricity causes pollution which is responsible for many deaths. We must be economical with energy, however it is generated. Don't worry, there is no conspiracy. The doctors in Japan, as well as all of the experts organising monitoring programmes are very professional and dedicated to the welfare of the local people.

  4. Hi Jonathon, thanks for your reply and clarification. Is Strontium the elephant in the room? Also if there is no conspiracy, then why are the USS Ronald Regan sailors able to move ahead with their legal claim against TEPCO, Htachi, GE etc concerning the health effects that they suffered? evidence for this is on this weeks update on the legal situation on the Nuclear Hotseat podcast.. There are health effects and the Japanese secrecy law was designed to cover up the health effects by stopping health statistics getting out.. this information is given to the IAEA and not published .. there is much more questions I have but these are a start for now .. Looking forward to your reply .. Peace
