India not giving in to USA pressure to change its Nuclear Liability Law

“Government cannot tinker with Liability Law”, THE HINDU, SANDEEP DIKSHIT, 22 JULY 11, India feels the civil nuclear logjam with the United States is out of the political realm because it will be difficult for the government to substantially tinker with its Liability Law despite suggestions to this effect by U.S. Secretary of State Hillary Clinton at a press conference here on Tuesday.

Ms. Clinton raised hackles here when she suggested that India get its Liability Law vetted by the International Atomic Energy Agency (IAEA) so that it “fully conforms” to the international Convention on Supplementary Compensation (CSC) for Nuclear Damage.

Washington feels that two provisions in the Indian law have prevented two U.S. companies — GE and Westinghouse — from opening talks on setting up six civil nuclear plants each. The potential business opportunity is estimated at over $ 50 billion, the highest-ever for the two companies outside their home country.

1256 cows likely to be radioactive,says Japan’s govt

Japan’s ‘Major Problem’ With Radioactive Cattle Gets Even Bigger, SF Gate, July 21 (Bloomberg) –– Japan’s government said the number of cattle fed with hay contaminated by radiation has doubled, two days after shipments of beef from cows raised near the wrecked Fukushima nuclear plant were banned.

As of yesterday there were 1,256 potentially contaminated cows from 637 two days earlier, said Kazutoshi Nobuto, a spokesman for the Ministry of Agriculture, Forestry and Fisheries.

“This is a major, major problem,” Goshi Hosono, Japan’s food safety minister, said yesterday at a press conference in the Foreign Correspondents’ Club of Japan. High radiation levels 150 km from Fukushima nuclear plant

High levels of radioactivity found extensively, NHK World, 21 July 11, Japan’s science ministry says air above the ground about 150 kilometers from the Fukushima Daiichi nuclear plant is as radioactive as areas 50 kilometers from the source of radioactivity.

The ministry on Wednesday released a map showing radiation levels at locations one meter above the ground in Miyagi Prefecture, north of Fukushima, based on the results of an aerial survey from June 22nd through 30th.
Radioactivity levels are highlighted in different colors.Some parts of Kurihara City, about 150 kilometers north of the plant are light blue, indicating that the air there was 0.2 to 0.5 microsieverts per hour.

That’s similar to areas close to the crippled plant, such as Iwaki City in Fukushima Prefecture, about 50 kilometers from the radioactive source.

Fukushima Prefecture will abandon nuclear power

Fukushima to scrap nuclear plants, Japan Times, 17 July 11, Prefecture vows to shift from atomic to renewable energy, The about-face came after Prime Minister Naoto Kan’s declaration Wednesday of pursuing a society free from dependence on nuclear energy and is expected to affect the policies of other prefectures that host atomic plants. Kyodo

On June 27, Fukushima Gov. Yuhei Sato specified his change in policy from tolerance of nuclear plants before the disaster, saying he concluded that Fukushima should pursue a society that does not depend on nuclear energy.

Fukushima may be the first prefecture with nuclear plants to vow to eliminate them, an official at the Natural Resources and Energy Agency said…..

The vision calls for promoting renewable energy sources instead of nuclear energy, overcoming the present nuclear crisis and building a society invulnerable to disasters.

The prefecture will officially adopt the reconstruction vision in early August

India’s ambitious nuclear energy program might fall apart

n Tokyo has decided to suspend talks with India and four other countries concerning the sale of N-power equipment and technology after Prime Minister Naoto Kan’s recent declaration that he wants to phase out the use of nuclear energy.

n If the deal is called off, it will be a major jolt to India’s ambitious civil nuclear energy programme. India and Japan have been negotiating a nuclear agreement since June last year. Top officials of the two countries have so far held two rounds of talks.

n If Japan pulls out, American and French nuclear majors too would find it difficult to enter the Indian nuclear market. They can’t sell N-plant technology to India without the approval of the Japanese industry.

India wants, with Canada, to export nuclear reactors

India courting Canada for partnership to sell nuclear reactors, The Star, 17 July 11 OTTAWA — India is pursuing a potentially lucrative partnership with Canada to sell nuclear reactors in new markets, The Canadian Press has learned.

India’s ambitious aspiration, if realized, would represent a dramatic new phase in a landmark agreement it signed last year with Canada on civilian nuclear co-operation…..

A key technical aspect of the civil nuclear deal still has to be worked out before it is formally ratified by Canada. An independent monitoring system must be put in place that would prevent India from diverting the uranium to its nuclear weapons program.

Last year, Singh pledged that India would not exploit this new deal to repeat what it did in the early 1970s: use technology from a Candu reactor it purchased from Canada to develop a nuclear weapons program.

Continued radioactive contamination of beef from Northern Japan

Japanese beef contamination widens, The Age, 16 July 11, MORE beef from cattle in Japan that ate straw tainted by radiation has found its way into the food supply, deepening concern about the safety of meat as the country struggles to contain the spread of the contamination.

Cattle at the farm in Asakawa, about 60 kilometres from the crippled Fukushima No. 1 nuclear station, were fed with rice straw containing 97,000 becquerels of caesium per kilogram, compared with the government standard of 300 becquerels, said Hidenori Ohtani at the livestock division of the Fukushima prefectural government.

The farm shipped 42 cattle in the past three months to slaughterhouses in Tokyo, Kanagawa, Chiba and Miyagi prefectures, which were processed into meat and sold to distributors, he said.

The discovery comes a week after the Tokyo metropolitan government said it detected beef tainted by radiation for the first time, underlining the severity of contamination caused by the stricken station in Fukushima, site of the worst nuclear disaster since Chernobyl.

Japan’s government might restrict beef shipments from all of Fukushima prefecture after the finding, Kyodo News has reported…..
