NHK 25th Aug 2018 , Emergency crews and residents in central Japan began a major disaster drill
on Saturday that is the first exercise of its kind. The 2-day drill is
being held at 2 nuclear power plants in Fukui Prefecture. The Cabinet
Office planned the exercise to prepare for accidents striking multiple
locations at the same time. The drill is based on a scenario of an
earthquake causing the Ohi and Takahama Plants to lose power, stopping the
plant cooling systems and releasing nuclear substances. The 2 plants are
located 13 kilometers from each other.

Risk of terrorist attacks in Japan Olympics: Japan strengthening waterfront security

Fukushima prefecture to start 2020 Olympic Games Torch Relay
Fukushima, one of the three prefectures hit hardest by the March 11, 2011, powerful earthquake and tsunami, has been picked as the starting point for the relay to highlight progress in the reconstruction of affected areas.
“We’ll proceed with preparations for realizing a torch relay that is suited for the start of the Olympics symbolizing postdisaster reconstruction,” Fukushima Gov. Masao Uchibori said at the meeting.
Torch-bearers are scheduled to run through Fukushima for three days starting on March 26, 2020, as part of the 121-day relay across the nation’s 47 prefectures.
The Fukushima officials will also discuss ways to select torch-bearers and ensure the safety of the relay route.
Imran Khan and Pakistan’s nuclear bomb

To be fair, it is not clear that Imran Khan will have much choice regarding nuclear policy. For Pakistani politicians, the options largely come down to either support the Bomb, or keep quiet about it. Like other prime ministers before him, Imran Khan may go and have his picture taken with the missiles that will carry nuclear warheads and pose with the scientists and engineers that make them and the military units that plan and train to fire them.
Imran Khan’s two-decade-long political career overlaps with the creation of Pakistan’s nuclear arsenal, but he has had very little to say about the Bomb. When he has spoken, it has been as a Bomb supporter…….

Trump suggests US-China trade dispute may be to blame, Guardian, Martin Pengelly, 24 Aug 18, Donald Trump has directed the secretary of state, Mike Pompeo, to delay a planned trip to North Korea, the president tweeted on Friday, “because I feel we are not making sufficient progress with respect to the denuclearisation of the Korean Peninsula”.
Trump met Kim Jong-un in Singapore in June, after months of abuse and threats between the two leaders and the US-led imposition of tough sanctions against Pyongyang.
Trump claimed the Singapore summit was a success, after he signed a joint statement which said in part: “President Trump committed to provide security guarantees to the DPRK, and Chairman Kim Jong-un reaffirmed his firm and unwavering commitment to complete denuclearization of the Korean peninsula.”
North Korea has returned to the US remains of soldiers killed in the Korean war, which was fought between 1950 and 1953 and has never formally ended. But critics have said the Singapore statement achieved nothing concrete and progress has been slow.
On Friday, at the end of a week in which the International Atomic Energy Agency said North Korea was still developing nuclear weapons, Trump made a striking U-turn.
Some of the blame rested with China, he said, “because of our much tougher Trading stance”.
Trump’s imposition of tariffs on steel and other imports has touched off an intensifying trade war with Beijing.
Trump added: “I do not believe they are helping with the process of denuclearization as they once were (despite the UN Sanctions which are in place).
“Secretary Pompeo looks forward to going to North Korea in the near future, most likely after our Trading relationship with China is resolved.”
Pompeo, formerly CIA director, has played a leading role in talks with North Korea, meeting Kim twice on three visits to Pyongyang. On Thursday, he appointed a senior Ford executive, Steven Biegun, to be his special envoy. The two men would visit the country next week, Pompeo said.
A senior White House official told Reuters Trump asked Pompeo not to go to North Korea during a meeting at the White House on Friday afternoon.
Trump tweeted: “I would like to send my warmest regards and respect to Chairman Kim. I look forward to seeing him soon!”
In response, Kelly Magsamen, vice-president for national security and international policy at the Center for American Progress and a former Pentagon and White House adviser on Asia, tweeted that Trump was “undermining his own leverage again. Not to mention his [secretary of state] and new envoy”.
“It’s fine to not send the secretary due to lack of progress,” she wrote, “but don’t then also talk about how you are eager to meet with [Kim] and how China is thwarting you.”
Trump left the White House on Friday for Ohio, where he was due to visit a hospital and speak at a Republican dinner. He did not respond to shouted questions about North Korea.
China co-operating with Russia in nuclear war games
The People’s Liberation Army will send more than 3,200 troops, 900 pieces of military equipment, and 30 aircraft to Russia for the exercise known as Vostok-18, or East-18, the Chinese Defense Ministry said, noting the exercises will involve practicing maneuver defense, live firing of weapons, and counterattack.
“We urge Russia to take steps to share information regarding its exercises and operations in Europe to clearly convey its intentions and minimize and potential misunderstanding,” Pentagon spokesman Eric Pahon said when asked about Vostok-18.

War fear panic is good for bunker salesmen in South Korea
In South Korea’s war panic economy, sales thrive on nuclear angst, USA Today Seoul is renowned for its stoicism in the face of potential war. At least that’s what we’re often told, that the majority of people in this city of 25 million can wake up to North Korean threats about immolation in a nuclear “sea of fire,” shrug and just go to work.
Even when Pyongyang was detonating nukes last fall — and President Donald Trump spoke of bringing “fire and fury” to their peninsula — polls suggested that roughly six in 10 South Koreans believed there was “no possibility” of war. (Even Americans living an entire ocean away appear more panicky over North Korean nukes than that.)
But what about those in South Korea who can’t shake an impending sense of doom? For that anxious minority, there is a marketplace offering to aid in their survival should North Korea ever unsheathe its self-proclaimed “nuclear sword of justice.”
Call it the war panic economy: a small industry selling all the stuff you might want on doomsday. Think gas masks, hazmat suits and emergency rations. Or, for the upper classes, your own personal bunker………..
priciest bunker runs about $37,000. That buys a roughly 600-square-foot sanctum, complete with four beds, a sink trickling out purified water, an electrical system powered by a hand crank and an air purification system that can filter out radiation.
Imagine a small studio apartment with rounded steel walls, as in a submarine, with an entrance hatch that’s heavy as a bank-vault door. To make the bunker fully nuke-proof, he says, it must be buried underground and encased in cement.
“My clientele tend to be people in their 60s or older who might have memories of the war,” he says. “Often they want to provide bunkers to their sons or daughters.”
Those old enough to recall the aftermath of the Korean War can be forgiven for shivering at any mention of a redux. Between 1950 to 1953, parts on the peninsula were turned to veritable seas of fire, largely thanks to more than half a million American bombs.
As Curtis LeMay, the U.S. Air Force general overseeing the aerial campaign, put it:
“Over a period of three years, we killed off — what? — 20 percent of the population of Korea as direct casualties of war or from starvation and exposure.”
That these horrors exist within living memory might explain why some elderly Koreans feel especially jumpy over Pyongyang’s bombast — or aggressive tweets sent from the White House. Go has noticed that calls have spiked when either side makes threats.
But there is a flip side to this war panic economy. When fear runs hot, it thrives. But when peaceful vibes pervade, it practically collapses……..

Missile defense systems bad for India-Pakistan nuclear détente
Asia Times, By MOHAN GURUSWAMY AUGUST 24, 2018 It has been reported that theDefense Acquisitions Council (DAC), chaired by Indian Defense Minister Nirmala Sitharaman, has approved the “acceptance of necessity” (AoN) for the acquisition of the National Advanced Surface to Air Missile System-II (NASAMS-II) worth around US$1 billion from the United States. However, in 2002 the US had vetoed India’s bid to acquire the Israeli Arrow-2 missile interceptor system.
Consequently, India’s Defense Research and Development Organization began developing the Prithvi Air Defense (PAD), which will provide long-range high-altitude interception during an incoming ballistic missile’s mid-course phase as well as interception during the terminal phase. At various times these systems had different monikers, such as ballistic missile defense (BMD) or anti-ballistic missile system (ABM).The people who decide on such things reside in New Delhi and understandably their safety gets priority. So it is the National Capital Region that will get the expensive and exaggerated sense of protection such systems tend to generate.But no air defense system can be deemed impenetrable. The Americans and Russians realized long before the Cold War ended that the costs involved were prohibitive, even for them. But the idea was seductive
……….We need to learn from how nuclear-weapons strategies evolved during the Cold War, instead of mimicking US and Soviet follies. The notion of deterrence between the US and USSR was based on no escape from MAD.
Cold War follies peaked with the two antagonists together deploying almost 70,000 warheads each aimed at a specific target. At the height of this madness almost every open ground was targeted as possible tank-marshaling or military-logistics areas.
Hence the last thing India wants is to get into a numbers game with Pakistan or China. Credibility depends on reducing the uncertainty of use from the opposite perspective. The Indian PAD missile defense system only increases them.
India and Pakistan have ensured a modicum of confidence by not mating the warheads and delivery systems, giving a vital period to roll back the unleashing of Armageddon. But now both countries will have to evolve a launch-on-warning doctrine.
Clearly, the two South Asian nuclear powers have a local version of MAD in place. The Pakistani doctrine “commits itself” to use battlefield nuclear weapons if an Indian conventional assault threatens its essential nationhood, and hence it has steadfastly refused to accept the notion of “no first use” (NFU). The Indian doctrine emphasizes NFU but also makes it explicit that any Pakistani use of nuclear weapons on India or its forces will be responded to with a massive retaliation.
India may have fewer nuclear weapons, not because it cannot make more, but because what it has is enough to ensure the complete annihilation of Pakistan, which is geographically a much smaller country.
For its part, China has moved on from NFU to a doctrine now called “credible minimum deterrence.” But how much is credible?
Mercifully, nuclear doctrines these days are couched in such abstractions since MAD requires a degree of predictability, ironically ensured by opacity. The United States’ “single integrated operational plan” (SIOP) began with the ominous words that its objective, after the outbreak of a general war with the then Soviet Union, was to turn it into a “smoking, radiating ruin.” This was written by its certifiable US Air Force chief, General Curtis Lemay Jr, based on whom the character played by George C Scott in the Stanley Kubrick classic Dr Strangelove was created.
But it was people like Lemay who gave MAD credibility. Since no one of a sane frame of mind would even contemplate the enormity of the disaster of a nuclear war, uncertainty of use was a key element of MAD. It has been written that Soviet leader Leonid Brezhnev used to have sleepless nights thinking of a man like Richard Nixon with his finger on the button.
India’s nuclear strategy documents in detail who the nuclear command would devolve to in the unlikely event of a decapitating first strike on New Delhi with the aim of eliminating its national leadership. It is said that the chain of nuclear command keeps descending to a major-general, a modern-day Raja Parikshit so to say, who will perform the final obsequies.
At last count India had more than 600 military officers at that level. Decapitating all of them is a near statistical and physical impossibility. It would take tens of thousands to precision nuclear weapons to annihilate India’s military chain of command, and it can be speculated whether even America or Russia could achieve that, let alone Pakistan.

Japan plans to reduce its 47.3 tons of stockpiled plutonium
IPFM 20th Aug 2018 , On 31 July 2018, Japan’s Atomic Energy Commission (JAEC) issued a newpolicy paper, The Basic Principles on Japan’s Utilization of Plutonium,
which for the first time, stated that “Japan will reduce the size of its
plutonium stockpile.”
Energy Plan (in Japanese) by the Ministry of Economy, Trade and Industry
(METI) that was adopted on 3 July by the Cabinet of the Japanese
government. Japan’s plutonium stockpile, according to the data released by
the JAEC at the same time as the new policy, is about 47.3 tons of
plutonium (as of the end of 2017), of which 36.7 tons is overseas (21.2
tons in UK and 15.5 tons in France) and 10.5 tons in Japan. The Rokkasho
reprocessing plant, with a design separation capacity of 8 tons of
plutonium per year, on which stated construction in 1993, is currently
planned to be completed in 2021. Plans call for the J-MOX plant to be
completed in 2022 to turn this plutonium into MOX fuel for light water
(LWR) nuclear power reactors.

Experts voice safety concerns about new pebble-bed nuclear reactors Eurekalert, 23 Aug 18
Researchers advise caution as a commercial-scale nuclear reactor known as HTR-PM prepares to become operational in China. The reactor is a pebble-bed, high-temperature gas-cooled reactor (HTGR), a new design that is ostensibly safer but that researchers in the U.S. and Germany warn does not eliminate the possibility of a serious accident. Their commentary, publishing August 23 in the journal Joule, recommends continued research, additional safety measures, and an extended startup phase that would allow for better monitoring.
“There is no reason for any kind of panic, but nuclear technology has risk in any case,” says first author Rainer Moormann, a nuclear safety researcher based in Germany. “A realistic understanding of those risks is essential, especially for operators, and so we urge caution and a spirit of scientific inquiry in the operation of HTR-PM.”
…….the soon-to-be-operational HTR-PM has been built without the safeguards that nuclear reactors in operation today are usually equipped with: it does not have a high-pressure, leak-tight containment structure to serve as a backup in case of an accidental release of radioactive material. It also does not have a redundant active cooling system.
“No reactor is immune to accidents. The absence of core meltdown accidents does not mean that a dangerous event is not possible,” Moormann says. He and his coauthors, Scott Kemp and Ju Li of the Massachusetts Institute of Technology, argue that with new technology, there is always a higher chance of user error. And prototype HTGRs have surprised their operators in the past by forming localized hot spots in the core and unexpectedly high levels of radioactive dust. The pebble-bed design also produces a larger volume of radioactive waste, which is challenging to store or treat……….

Finland company looks to China’s lucrative nuclear decommissionig and nuclear waste market

Based on expected installed nuclear generating capacity of 50 GWe by 2020, China’s annual used fuel arisings will amount to about 1200 tonnes at that stage, the cumulative total being about 14,000 tonnes then.
“As China becomes increasingly mindful of environmental integrity and reduces its use of fossil fuels, [its] zero-carbon nuclear energy solution requires enhanced focus on radioactive waste management,” the companies said in a joint statement. “Finnish expertise has an important role in disposing of Chinese radioactive waste and building a cleaner future together with shared respect for nature and the environment.”……….Finnish waste management company Posiva – jointly owned by Fortum and TVO – launched Posiva Solutions in June 2016. The government of Japan is clearly intending that the 2020 Olympics will function as a public relations win in which the image of Japan, and especially of Northern Japan and Fukushima are cleansed of images of radiological contamination. Even as the Fukushima Daiichi site itself, and the traces where the plumes of its explosions deposited fallout throughout the area remain un-remediated, the public perceptions will be remediated. This is typical of the behavior of governments in the developed world that suffer radiological disasters. The disasters themselves are so difficult to clean up, and take decades to even begin the clean up, that money is allocated for extensive public relations efforts. These become tasks that CAN be completed and CAN be considered successful. They function both to advance the public image agenda of the governments, and also deliver a sense of agency when the overall tone of nuclear disaster remediation is one of lacking effective agency.
Towards that end, the Japanese government is planning to integrate Fukushima sites and perceptions into the upcoming Olympics media fest. The journey of the Olympic torch through every prefecture of Japan will begin in Fukushima, a symbolic rebirth intended to facilitate the repopulating of the local communities that were evacuated, many of which have had few returnees since the government has declared them “safe” and cut public funds to those forcibly evacuated.
The government is also planning to hold multiple Olympic events in Fukushima prefecture including baseball and softball events. “Tokyo 2020 is a showcase for the recovery and reconstruction of Japan from the disaster of March 2011, so in many ways we would like to give encouragement to the people, especially in the affected area,”said Tokyo 2020 president Yoshiro Mori last March.
This active rebranding of Fukushima as safe involves removing physical reminders of ongoing risk. The central government has recently announced that it will be removing 80% of public radiation monitors from the region. An argument can be made that the presence of these monitors is theatrical in that they only measure external gamma radiation levels, which are not the primary risk to residents (this comes from internalizing radioactive particles that blanketed the region in the fallout of the plumes of the explosions of March 2011), and that positioning these gamma detectors in midair produces low readings since the particles are primarily on the ground. However, they are a tangible, embodied reminder that risk remains.
While there is a clearly an active campaign to rehabilitate the image of the region leading up to the 2020 Olympics, an effort that will no doubt intensify as the event draws near, there is also pushback and resistance in the local and national communities. A recent sculpture unveiled at the JR train station in prefectural capital Fukushima City (about 80km from the Daiichi nuclear site) has been stirring up controversy. A Guardian article explained:
“The statue, by Kenji Yanobe, depicts a child dressed in a yellow Hazmat-style suit, with a helmet in one hand and an artistic
representation of the sun in the other.
Yanobe said his Sun Child, which was installed by the municipal government after appearing at art exhibitions in Japan and overseas, was intended to express his desire for a nuclear-free world.
The artist said he did not mean to give the impression that local children needed to protect themselves from radiation more than seven years after the Fukushima Daiichi plant became the scene of the world’s worst nuclear disaster since Chernobyl.
He pointed out that the child was not wearing the helmet and that a monitor on its chest showed radiation levels at ‘000’.”
While some, including the mayor of Fukushima City, have praised the statue for emphasizing a hopeful future for local children, others have criticized the statue for suggesting that there is any danger to local children.
Regardless of how one interprets the sculpture, it does confront people with the fact that things are far from normal in the region. This, in spite of the central government’s strong efforts to implore people not to pay any attention to what is happening behind the curtains it has been raising.
