Although Putin’s summit with President Joe Biden was seen as a positive step, America and Russia failed to see eye-to-eye on a number of topics, but they agreed to work together on the issue of nuclear weapons.
In a joint statement, the two countries agreed to “embark” on dialogue that would “lay the groundwork” for future arms control and risk reduction measures, acknowledging that “nuclear war cannot be won and must never be fought.”
One of two biggest nuclear powers, Putin’s endorsement of Russia’s nuclear deterrent policy raised concerns. China has started building a laboratory deep underground in the Gobi Desert to assess whether it would be a suitable location for a nuclear waste dump, amid moves to expand its nuclear power capacity.
The Beishan Underground Research Laboratory in the northwestern province of Gansu will be used to research long-term storage of high-level radioactive waste. With its deepest level to be built 560 metres (1,837 feet) below ground, it will be the world’s largest lab of its kind, according to the ChinaNuclear Energy Association, which promotes nuclear power.

China, which have led to an increase in radiation levels within the reactor
coolant, the Chinese Ministry of Ecology and Environment said in a
statement June 16, providing the first official explanation for the nuclear
reactor’s recent technical problems.
French power company EDF, a minority
owner of the Taishan plant, said in a statement June 14 that Taishan-1 had
seen an increase in the concentration of radioactive gases in its primary
circuit. The environment ministry added that “at present, the radiation
activity of [Taishan-1’s] reactor circuit coolant … is still within the
scope of allowing stable operation as stipulated in the technical
specifications for the operation of the nuclear power plant.”
The meeting
of technical specifications, which define the licensed operating parameters
or a reactor, and operational safety of the Taishan plant are guaranteed,
the ministry added. It also said the increase in radioactivity in
Taishan-1’s primary circuit is related to fuel-rod damage.

If the opacity maintained by the Chinese regime prevents us, for the time being, from knowing the exact consequences of the radioactive leak involving the EPR no.1 reactor at Taishan, revealed on June 14 by CNN, it is, on the other hand, already possible to see how this unfolded and to recommend some next steps.
The fault in the fuel duct seals inside the Taishan EPR dates back to October 2020, that is to say, it had already been going on for more than eight months: the operators of the reactor — the Chinese and the French company Framatome — were perfectly well aware of the gravity of the situation and had jointly decided to hide the existence of the problem from not only the surrounding population but also from the International Atomic Energy Agency.
Luckily, the information ended up seeping out via the American subsidiary of Framatome (Areva NP Inc.). This latter, likely after discussions with the CIA and the White House, happily informed CNN.
Indeed, now that the situation at the EPR at Taishan is known around the world, it will be difficult for the Chinese to continue to operate the reactor under conditions that are most likely beyond its “scope of authorized operational safety” — contrary to what Framatome claims in order not to offend the Chinese.
It is widely known publicly that China and the USA, the two biggest global powers, are huge geopolitical and economic rivals. It is clear that if the Taishan 1 EPR, and perhaps its twin, Taishan 2, must be shut down for an extended period, this will be an inconvenience for China, which occasionally lacks electricity in this region. Hence the guilty pleasure felt by the Americans in revealing the problem.
But this will still remain only a limited problem for China where, contrary to what one sometimes reads or hears, nuclear power is a marginal energy source, consisting of less than 1% of the country’s energy consumption.
On the other hand, it is quite possible that the French nuclear industry will be the big loser in this affair, one that could represent a fatal blow for EDF’s EPR construction projects in France and overseas. Indeed, given that the EPR construction sites managed by the French — Areva in Finland, EDF in France and Great Britain — are veritable industrial and financial disasters, the promoters of the EPR reactor have been desperately clinging to the “good Chinese example”.
That is because the two EPRs at Taishan were built and brought on line (in December 2018 and September 2019 respectively) with “only” a few years delay and the cost overruns were officially limited to a few billion (according to China which, one must remember, is a dictatorship where “information” is totally controlled).
The situation currently unfolding in China demonstrates that, despite the alleged prowess of the Chinese nucleocrats, the Taishan EPRs are not going any better than those the French are trying desperately to build. This event will certainly sow enormous doubt among the few foreign leaders who are still considering ordering EPR reactors, despite all their setbacks. It is surely the straw that broke the camel’s back, or rather the radioactive leak that caused the (defective) EPR containment to overflow.
Likewise, this incident should motivate French political leaders (but also Finnish and British ones) to finally take responsibility and definitively halt EPR construction at Olkiluoto (Finland), Flamanville (France) and Hinkley Point (Great Britain), and to stop announcing future EPR projects in India and elsewhere.

China’s National Nuclear Safety Administration had posted the event on its website on April 7, but the scientists who produced the road map admitted that the country’s nuclear safety was not yet up to the standards in the West, even if its nuclear reactors had no safety incidents in the past three decades.
Safety improvements require cutting-edge technology such as computer programs simulating the operation of a reactor, and materials to make critical components. The Chinese nuclear industry is behind in both software and hardware, according to the report.
Chinese nuclear power companies have produced numerous software products for nuclear plant design, operation and safety evaluation, but did so in isolation, and their reliability and modelling of serious accidents had room for improvement, said senior nuclear safety scientist Huang Hongwen in the report commissioned by the CAE.
China has also been dependent on Western suppliers of some hardware components critical to safe operation of nuclear plants, according to the report.
“Some of our high-precision nuclear safety equipment is still in the hands of others,” Huang wrote.
The US government imposed a sanction – which remains in place – on the Chinese nuclear power industry in 2019, banning the sale of any nuclear-related technology or goods to China except in the event of an immediate environmental threat such as radioactive leakage. Wang Junhao, president of Zhejiang University of Finance and Economics, wrote in the journal Economic Theory and Business Management in April that the penalties for safety lapses were too light to act as a deterrent.

The UK & Ireland Nuclear Free Local Authorities (NFLA) is concerned to read many contradictory reports over what has been called a ‘radioactive leak’ by some and ‘performance issues’ by others at the Taishan nuclear plant some 100kms from Hong Kong in the Guangdong region of China. NFLA has written to the UK nuclear regulatory, the Office for Nuclear Regulation (ONR), to ask it to investigate this matter with real urgency in terms of the implications for similar reactors being considered for the UK.
The Taishan plants developed in China use the same EPR (European Pressurised Reactors) technology being planned for the Hinkley Point C plant in Somerset and currently being considered in a public inquiry at Sizewell C in Suffolk.
Taishan is a prestige EPR project built after China signed a nuclear electricity generation agreement with ÉDF. Construction started in 2009, and the two units started generating electricity in 2018 and 2019, respectively. It is 70% owned by CGN, and 30% by Framatome, a subsidiary of EDF.
This incident came to light following an investigation by CNN, and it appears to have been going on for some considerable time.
According to the CNN investigation, in late May, one of the EPR reactors started venting radioactive gases – it is not known precisely why or when. The CNN article mentions possible fuel failures, and this is a possibility. It appears the Chinese nuclear regulator and the Chinese Government reacted by proposing to increase the safety limits for residents downwind in order to keep the reactor operating, and they told Framatome of this intention. Framatome objected to such an action and said China should instead shut down the reactor to find out what had gone wrong. The response from Chinese authorities was negative to this suggestion. As a result, Framatome (unusually) submitted an operational safety assistance request to the US Government on June 3rd, formally asking for a ‘legal waiver’ that would allow them to address an urgent nuclear safety matter. This was sent to the US Department of Energy (DOE), warning their officials that the nuclear reactor was leaking fission gas.
On June 8th, EDF asked the US DOE for an expedited review of their request, according to a memo obtained by CNN. “The situation is an imminent radiological threat to the site and to the public and Framatome urgently requests permission to transfer technical data and assistance as may be necessary to return the plant to normal operation” read the memo. Framatome reached out to the US government for assistance, the document indicates, because the Chinese government agency was continuing to increase its limits on the amount of radioactive gas that could safely be released from the facility without shutting it down, according to the documents reviewed by CNN.
Since this report came out, EDF and the Chinese authorities have tried to downplay that any serious incident took place, suggesting these matters were merely “performance issues” within safely levels. It should be noted though that an extraordinary board meeting has been requested by Framatome with its Chinese partners to discuss the matter. (2)
NFLA believe some kind of safety incident could well have taken place at the Taishan reactor, and sincerely hopes that it has not been anything approaching a major nuclear incident. The reaction of the Chinese nuclear regulator is of real concern to us, as is the large level of confusion that has clearly taken place over this incident.
NFLA has written to the UK Chief Nuclear Inspector asking for the Office of Nuclear Regulation to investigate this incident as part of the nuclear regulators’ Multinational Design Evaluation Programme, which includes a working group on the EPR that focuses on reviewing lessons learnt from commissioning, construction and early phase operations. Any concern that comes from this incident needs to be learnt quickly given the development of a similar reactor at Hinkley Point and a proposed reactor at Sizewell. For NFLA, this incident only goes to confirm its concern that the EPR reactor is highly complex and difficult to build, and safety issues could well remain within it.
NFLA Steering Committee Chair Councillor David Blackburn said:
“The murky details of what has actually happened to one of the Taishan Chinese EPR reactors in this incident is indicative of the lack of transparency that remains in the global nuclear industry. It also shows the real communication problems that can occur between in this case the French and Chinese nuclear companies and regulators. I hope this has not been a serious incident, but the detail initially provided to CNN suggests something has gone wrong and needs to be carefully considered in terms of its impact on this new nuclear reactor. It confirms to NFLA that there remain so many inherent issues in new nuclear that it would be far better to pursue instead safer, cheaper, more easily realisable and radioactive waste-free renewable energy alternatives.”

French energy giant EDF and the Chinese government have sought to ease concerns about a gas build-up at the Taishan Nuclear Power Plant after a CNN report of a potential leak at the site.
The Chinese foreign ministry said Tuesday that radiation levels remained normal at the site in southern Guangdong province and there were no safety concerns.
But it is the latest snag to hit EDF’s much-vaunted EPR reactor.
The Taishan power station became in 2018 the first site worldwide to use the pressurised water design, which has been subject to years of delays in similar projects in Britain, France and Finland.
A second EPR reactor was launched at Taishan a year later. The facility is partly owned by EDF along with state-owned China General Nuclear Power Group, the majority stakeholder and operator of the plant.
EDF said the plant’s number one reactor experienced a build-up of gases in part of the cooling system following the deterioration of the coating on some uranium fuel rods.
The French company was first informed about the problem with the fuel rods in October, but only learned about the gas build-up on Saturday, according to EDF.
The problem and the silence of Chinese authorities triggered criticism of EDF, whose EPR reactor is supposed to be safer, last longer and produce more electricity than previous versions.
– EDF seeks contracts –
It seems that both the Chinese nuclear regulators and the French nuclear corporations may have acted in bad faith,” said Paul Dorfman, a researcher at the University College London’s Energy Institute.
“If so, this new EPR debacle should have important consequences for any further plans for new EPR builds in France, the UK, and internationally,” he added…….
The Taishan incident comes as EDF, which is currently struggling to finish the Flamanville EPR in France after more than a dozen years of work, is hoping to win new contracts.

The US government has spent the past week assessing a report of a leak at a Chinese nuclear power plant, after a French company that part owns and helps operate it warned of an “imminent radiological threat,” according to US officials and documents reviewed by CNN.
The warning included an accusation that the Chinese safety authority was raising the acceptable limits for radiation detection outside the Taishan Nuclear Power Plant in Guangdong province in order to avoid having to shut it down, according to a letter from the French company to the US Department of Energy obtained by CNN.
Despite the alarming notification from Framatome, the French company, the Biden administration believes the facility is not yet at a “crisis level,” one of the sources said.
While US officials have deemed the situation does not currently pose a severe safety threat to workers at the
plant or Chinese public, it is unusual that a foreign company would unilaterally reach out to the American government for help when its Chinese state-owned partner is yet to acknowledge a problem exists. The scenario could put the US in a complicated situation should the leak continue or become more severe without being fixed.

He made the remarks at a daily press briefing when asked to comment on recent reports about wastewater leakage at the Fukushima nuclear plant and fresh protests by an environmental group in South Korea against the discharge plan.
Tokyo Electric Power Company (TEPCO), the owner of the plant, found nuclear waste leakage from a storage tank at the Fukushima Daiichi Nuclear Power Plant, and the concentration of radioactive substances in the waste is 76 times higher than the standard amount, Japanese media reported on Tuesday.
In response, Wang said he had noticed multiple reports about wastewater leakage at the Fukushima plant, and seafood there was repeatedly detected with radiation levels exceeding standards.
“On the one hand, such reports expose that the nuclear waste disposal measures taken by TEPCO and the Japanese government are inadequate and have many loopholes. On the other hand, they fully demonstrate that contaminated water treatment is very complicated and has far-reaching impacts, which require a proactive, cautious and responsible attitude,” Wang said.
Japan has unilaterally decided to release the Fukushima nuclear wastewater into the sea before exhausting all safe ways of disposal, without fully disclosing relevant information and consulting with neighboring countries and the international community, which is an “extremely irresponsible, selfish and rash act,” Wang pointed out.
Despite being widely questioned and opposed at home and abroad, Japan insists on the plan, which is “even more wrong,” he added.

Facing a serious strategic threat from the US, China was urged to increase the number of nuclear weapons, especially its sea-based nuclear deterrent of intercontinental submarine-launched ballistic missiles, to deter potential military action by US warmongers, Chinese military experts said on Friday, after reports that the US’ new defense budget will modernize its nuclear arsenal to deter China.
Having a nuclear arsenal appropriate to China’s position will help safeguard national security, sovereignty and development interests and establish a more stable and peaceful world order, which will be beneficial for the world, they said.
Song said that strengthening sea-based strategic nuclear deterrence is also an important direction for China’s future development, as these weapons are better at stealth and secondary nuclear strikes.
China could use its most advanced submarine-launched ballistic missile (SLBM) to effectively counter the US threat, Song said.
China just commissioned three PLA Navy warships, namely the Changzheng 18, the Dalian and the Hainan, at a naval port in Sanya, South China’s Hainan Province in April. Observers identified the Changzheng 18 as a likely Type 09IV nuclear-powered strategic ballistic missile submarine.
Burning themselves
The US Pacific Deterrence Initiative, created to counter China, focuses on competition in the Indo-Pacific and aims to boost US preparedness in the region by funding radars, satellites and missile systems, according to Reuters.
Wei Dongxu, a Beijing-based military expert, told the Global Times on Friday that the initiative enables the US to use a variety of spy satellites to conduct reconnaissance and intelligence gathering to provide extensive and accurate intelligence support for US military operations, including joint military operations with its allies, and the US will also use allies, such as US overseas military bases, to deploy more radar systems to guide its weapons.
On the day its budget was sent to Congress, US Secretary of Defense Lloyd Austin was expected to meet with India’s Minister of External Affairs, Subrahmanyam Jaishankar, as part of India’s first cabinet-level visit to Washington, the Pentagon said.
“The secretary’s meeting with the external affairs minister will continue discussions that the two held in New Delhi in March and will continue the robust bilateral defense and security relationship between our two countries,” the Pentagon said.
Chinese military experts said it’s likely that India would buy more American weapons, have more military drills with the US or deepen its cooperation with the US in military intelligence sharing, and the US will use these in exchange for India’s cooperation for its Indo-Pacific strategy.
But India will have second thoughts on US military deployment on its soil, Song said, noting that weapons and radar deployment involves a country’s sovereignty, and India, which has been claiming to pursue an independent foreign policy, will unlikely give the US a satisfactory answer.
Even if India would like to deepen its military cooperation with the US, certain cooperation such as opening military bases to the US is not an option for India, Song said.
India may not be a very ideal partner, and most of US allies in Asia, including Japan and South Korea, also fear that the flames of war would eventually burn themselves.
In South Korea, protests against US military presence have become louder in the past years, and South Korea will not allow the US to turn Northeast Asia into a battlefield and drag itself into war, nor will it sacrifice its relations with China, observers said.
Zhang Junshe, a senior research fellow at the PLA Naval Military Studies Research Institute, told the Global Times on Friday that Australia is likely to allow the US to deploy more military equipment on its soil, making it the only US friend on its Indo-Pacific strategy.
By doing this, Australia will make itself a target for future military conflicts between the US and other countries, Zhang said, adding that a responsible government which really cares about the interests of its people would never allow it.

Concerns grow over China nuclear reactors shrouded in mystery
No one outside China knows if two new nuclear reactors that are under construction and that will produce plutonium serve a dual civilian-military use. By Al Jazeera Staff, 19 May 21,
Like many of the over 5,000 small islands dotting China’s coastline, the islet of Changbiao is unremarkable in its history and geography. Jutting out from the shoreline of Fujian province like a small right-footed footprint, it has only gained recognition recently – and even then among a small handful of experts – for being home to China’s first two CFR-600 sodium-cooled fast-neutron nuclear reactors……..
The two reactors being built on Changbiao are closed fuel cycle nuclear breeder reactors. They produce plutonium. That plutonium could be reprocessed and used as a fuel source for other nuclear reactors. It could also be used to produce nuclear warheads, a lot of nuclear warheads, and produce them very quickly.
But no one outside of the Chinese officials and companies overseeing the projects knows if the intended use is purely for civilian energy, or if it serves a dual purpose for the country’s perceived nuclear deterrent needs.
That question gained even more urgency this week after a United States official accused Beijing of resisting bilateral talks with Washington on nuclear risk reduction.
The reason these breeder reactors are shrouded in mystery is that China, which had been transparent about its civilian plutonium programme until recently, stopped annual voluntary declarations to the International Atomic Energy Agency [IAEA] on its stocks of civilian plutonium in 2017 and has not added the reactors to the agency’s database to date.
While there are occasionally reporting delays of up to a year among the nine members party to the IAEA voluntary guidelines for the management of plutonium, Frank von Hippel, a senior nuclear research physicist and co-founder of Princeton University’s Program on Science & Global Security, said China’s lack of transparency is beginning to draw concern among non-proliferation experts and governments around the world.
“This is unique at this point,” von Hippel said of the silence over China’s plutonium activities.
I’m worried’
A recent paper (PDF) co-authored by von Hippel and several other nuclear non-proliferation experts drew attention to this issue. The findings stated that China could “conservatively produce 1,270 nuclear weapons by 2030 simply by exploiting the weapons-grade plutonium this program will produce” or even increase that by a factor of two or more if China used highly enriched uranium or composite uranium-plutonium cores from the reactors in bombs and missiles.
This would feed a huge increase from the number of estimated nuclear warheads in China’s arsenal, currently thought to be around 300 to 350.
“Well, I’m worried,” von Hippel said. “They may be dual-purpose.”
While the IAEA management guidelines have been something of a failure over the years, at least they “did provide transparency”, von Hippel says. Now, everyone but China is in the dark about the plutonium programme and it is starting to draw attention……..
The China Atomic Energy Authority, the agency responsible for reporting to the IAEA, did not respond to Al Jazeera’s questions about why China stopped reporting on its civilian plutonium programme. Similar requests from Al Jazeera made through China’s Ministry of Foreign Affairs, the National Energy Administration and the Ministry of Industry and Information Technology were likewise not acknowledged…….
The country has 50 nuclear reactors operating and 14 other conventional reactors under construction, not counting the two breeder reactors, according to IAEA data. China undershot its previous five-year target by around seven gigawatts, so appears to be making a major push to advance its nuclear power capacity over the next five to ten years.
But both Roth and von Hippel said, based on the experience of other countries that have tried the kind of plutonium breeder reactors being built on Changbiao, they are among the least cost-effective ways to derive energy from nuclear power.
“There’s a strong case, and we’ve seen this in other countries, that reprocessing [spent fuel] is not economical,” Roth said. “The reality is it’s cheaper not to reprocess your fuel than it is to reprocess. A once-through fuel cycle with low enriched uranium is a more economical approach.”
That raises the question of why China is developing these reactors for its energy use if it doesn’t make sense economically.
If the reactors are dual-use, it would, particularly from a China concerned about the adequacy of its nuclear deterrent, says von Hippel.
China’s actions, however, may spur others in the region, namely Japan and Korea, to speed up their own plutonium reactor plans.
“I think it’s in China’s best interest not to go down that path,” Roth said. “From an economic perspective, from an environmental perspective, and the impact it has regionally … they seem set on pursuing this reprocessing path, but I don’t think it is going to help them with their nuclear power goals.”

The way forward, Roth says, is for the US to engage with China to find out why it stopped the declarations to the IAEA and pursue a path to disincentivise others in the region from pursuing plutonium reprocessing.
“I would hope that the Biden administration is choosing to engage with China on non-proliferation issues,” Roth said.
Requests made by Al Jazeera through the US Embassy in Beijing about whether the administration of US President Joe Biden was engaging with China on its halt in reporting on its civilian plutonium programme were declined.
These questions are becoming acutely important, von Hippel said, at a time of increased tension between the US and China, the potential flashpoint of Taiwan, and a growing chorus suggesting the two superpowers are engaged in a Cold War 2.0.
Whether there is interest in China discussing these matters with the US or countries in the region is unknown.
On Tuesday, the issue was thrown back into the spotlight after Robert Wood, US ambassador and permanent representative to the United Nations Conference on Disarmament, accused Beijing of being unwilling “to engage meaningfully” with Washington on nuclear weapons talks.
“Despite China’s dramatic build-up of its nuclear arsenal, it continues to resist discussing nuclear risk reduction bilaterally with the United States – a dialogue we have with Russia,” Wood told a UN conference.
Beijing’s representative reportedly pushed back on the claim, telling the same conference that China is “ready to carry out positive dialogue and exchange with all parties”.
The increasing acrimony that characterised US-China relations under the administration of President Donald Trump didn’t exactly instil confidence in engagement on nuclear security policy, von Hippel said.
Gregory Kulacki, a senior analyst on nuclear policy at the Union of Concerned Scientists who is now based in Japan, said that the good level of engagement built up between the US and China on nuclear policy prior to the early 2000s is something of a distant memory now, with the US side bearing much of the blame for the shroud of silence from China.
“The [George W] Bush Jr administration’s decision [in 2002] to withdraw from the ABM [1972 Anti-Ballistic Missile] treaty pretty much gutted any real interest in China in pursuing arms control talks of any substance with the United States,” Kulacki said.

defence systems in what it saw as protecting against “growing missile threats” at the time, from a potentially nuclear-armed North Korea. China saw those actions as restricting its own military capabilities in its back yard.
According to von Hippel and his co-authors, the US should work with Japan, South Korea and China on declaring a “commercial plutonium timeout” with offers to delay breeder reactors and commercial plutonium programmes if China agrees to do the same.
If all of these countries could increase the amount of transparency related to uranium holdings and related activities, it would boost confidence for all parties to scale back those programmes, he said.

That approach is a break with what officials call “best practice” compared with what other space agencies do.
