With coronavirus problem, Hinkley Point C nuclear project should be paused

Nuclear Free Local Authorities,( NFLA) 9th April 2020, A group of anti-nuclear Non-Governmental Organisations (NGO) and the UK & Ireland Nuclear Free Local Authorities (NFLA) remain highly alarmed that construction at the Hinkley Point C proposed new nuclear power station site is continuing, despite the extensive public lockdown and social distancing rules brought in across the UK.
These groups call for construction at Hinkley Point C to be reduced to control and maintenance operations only
until the Covid-19 public health emergency is under full control. This repeated call comes from the NGOs and NFLA following intensive lobbying of the UK Government, the Office for Nuclear Regulation (ONR) and the Somerset local authorities responsible for the Hinkley Point C site by many of these groups, including the local Stop Hinkley group.
It follows early photos from the site showing a crowded staff canteen and a lack of social distancing at bus queues and at entry and exit points.
NGO representatives and the NFLA have actively raised their concerns in meetings with senior officials of the UK Government and the Office for Nuclear Regulation, as well as with the UK Government Office for Nuclear Development. The StopHinkley group have also been in liaison with the local authority. A  detailed letter was sent by the NGO Co-Chairs of the BEIS NGO Forum, the ONR NGO Forum and the NFLA on the 31st March when the photographs were first made public.
The NGOs and NFLA welcome the efforts made by EDF Energy and the ONR to reduce the staffing on the site from over 4,500 to just under 2,000, and suggestions this will further reduce to around 1,000.

Fifty-Seven Years Later: America’s Worst Nuclear Submarine Disaster  https://www.lawfareblog.com/fifty-seven-years-later-americas-worst-nuclear-submarine-disaster, By Robert Eatinger,  Friday, April 10, 2020, Fifty-seven years ago today, America suffered its first, and in terms of fatalities its worst, loss of a nuclear-powered submarine. Yet, much of the information about that disaster and the Navy’s subsequent investigation has remained outside of public view. That may change this year.
On April 10, 1963, the nuclear-powered fast attack submarine USS Thresher (SSN 593), the first of a new class of submarine, was lost at sea when it sank while conducting a deep dive test some 220 miles east of Cape Cod. All 129 crew members and civilians on the Thresher perished with her. Later that day, the commander in chief of the United States Atlantic Fleet ordered a court of inquiry to investigate Thresher’s sinking. The court of inquiry issued its report in June 1963 but was unable to determine what caused Thresher to sink. The court of inquiry did opine, however, that a flooding casualty in the Thresher’s engine room was the most probable cause of Thresher’s sinking. The court of inquiry encouraged further study.
Over a half-century later, very little of the record of the court of inquiry has been publicly released even though the Navy undertook a declassification review of the records in April 1998 with a stated purpose to declassify and release information from these records to the public “whenever possible.” That review came to naught when in February 2012, after up to 75 percent of the records had been declassified, the Navy changed course, deciding it would not make a public release of the records. Instead, the Navy said the records were “available for public release through” a Freedom of Information Act (FOIA) request.
Last year, retired Navy Captain James Bryant, who had commanded a Thresher-class submarine in the 1980s, learned that Arlington National Cemetery planned a September 2019 dedication ceremony for a memorial to the 129 lives lost with the Thresher. As a result, Bryant, who now investigates, lectures and writes about the loss of the Thresher and the accuracy of the investigating court of inquiry, submitted a FOIA request in April 2019 to the Navy for records about the loss of the Thresher, specifically including the record of the court of inquiry. He requested expedited processing, hoping the Navy might release the records before the Thresher memorial’s dedication ceremony. In July 2019, after exhausting his administrative appeals, Bryant filed a FOIA lawsuit.

In February this year, Judge Trevor N. McFadden of the U.S. District Court for the District of Columbia ordered the Navy to review 300 pages of documents a month starting April 30 and by the end of every month thereafter, and to begin rolling productions of documents starting on or before May 15 and every month thereafter.

Therefore, during this 57th anniversary year of the Thresher’s sinking, the American public, including the families of the 129 men who lost their lives, may finally begin to see the Navy’s documents on the loss of the Thresher and the record of the court of inquiry that investigated that loss. How much of the information in these documents the Navy will choose to release is a separate matter. The Navy may continue to keep as much information as possible from the public as allowed by law, may use its discretionary authority to release as much information as possible to the public, or may take an approach somewhere in between. What one can say with some degree of confidence, however, is that some amount of these records will be released in full or with redactions before the 58th anniversary of the loss of the USS Thresher.

LIMERICK — A state senator who represents parts of Montgomery, Berks and Chester counties called upon Exelon to improve its commitment to worker and community safety during a refueling at the Limerick Generating Station amid the COVID-19 outbreak.

“Thus far, Exelon has provided an inadequate pandemic response plan, withheld information from county and state officials, and failed to prioritize the safety of its employees, contract workers, community first responders, as well as all residents of the 44th senatorial district and entire region,” Senator Katie Muth (D-44th) wrote in an April 1 letter addressed to Exelon executives. “This is grossly irresponsible as Exelon has brought at least 1,400 workers to the epicenter of Pennsylvania’s Covid-19 pandemic.”…….

Arkoosh said she was “deeply concerned” to learn that a number of the estimated 1,400 contract workers were staying at AirBnBs, private homes, campsites, hotels and other rental units in the Tri-county region, which saw its first cases of coronavirus on March 7.

“There is bad news — radiation is above normal in the fire’s centre,” Yegor Firsov, head of Ukraine’s state ecological inspection service, said on Facebook. The post included a video with a Geiger counter showing radiation at 16 times above normal.
The fire has spread to about 100 hectares (250 acres) of forest, Firsov wrote. Kiev has mobilised two planes, a helicopter and around 100 firefighters to fight the blaze, which broke out Saturday and spread over 20 hectares in a forested area near  the Chernobyl power plant.
On Sunday morning, the fire was not visibly burning and no increase in radiation in the air had been detected, the emergencies service said in a statement. However, the service said Saturday that increased radiation in some  areas had led to “difficulties” in fighting the fire, while stressing that people living nearby were not in danger. Chernobyl polluted a large swathe of Europe when its fourth reactor exploded in April 1986, with the area immediately around the power plant the worst affected. People are not allowed to live within 30 kilometres (18 miles) of the power station. The three other reactors at Chernobyl continued to generate electricity until the power station finally closed in 2000. A giant protective dome was put in place over the fourth reactor in 2016. Fires are common in the forests near the disused power plant.

But because the accelerating torrent of news tends to blast away each day’s events and make them hard to register—even a moment like this, which I expect will be included in histories of our times—I think it is worth noting this episode while it is fresh.

Until a few days ago, Brett Crozier would have been considered among the U.S. Navy’s most distinguished commanders………

The four-page letter, which you can read in full at the Chronicle’s site, used the example of recent cruise-ship infection disasters to argue that closed shipboard environments were the worst possible location for people with the disease. It laid out the case for immediate action to protect the Roosevelt’s crew, and ended this way:

7. Conclusion. Decisive action is required. Removing the majority of personnel from a deployed US. nuclear aircraft carrier and isolating them for two weeks may seem like an extraordinary measure. A portion of the crew (approximately 10%) would have to stay aboard to run the reactor plant, sanitize the ship, ensure security, and provide for contingency response to emergencies.

This is a necessary risk. It will enable the carrier and air wing to get back underway as quickly as possible while ensuring the health and safety of our Sailors. Keeping over 4,000 young men and women on board the TR is an unnecessary risk and breaks faith with those Sailors entrusted to our care…

This will require a political solution but it is the right thing to do. We are not at war. Sailors do not need to die. If we do not act now, we are failing to properly take care of our most trusted asset our Sailors. Request all available resources to find NAVADMIN and CDC compliant quarantine rooms for my entire crew as soon as possible.

“Breaks faith with those Sailors entrusted to our care.” “We are failing to properly take care of our most trusted asset our Sailors.” “Unnecessary risk.” In any walk of life, such language would have great power. Within the military—where terms like faith and trust and care have life-and-death meaning, and are the fundamental reason people follow leaders into combat—these words draw the starkest possible line. This course is right. The other course is wrong. Thus a leader spoke on behalf of the people “entrusted to our care.”…….

Brett Crozier will no longer be one of the Navy’s most powerful commanders. He remains in the service, but his command has been taken away.

Friday, April 3rd, 2020 If the Nuclear Regulatory Commission’s conclusion that it’s safe to move spent nuclear fuel from nuclear power plants across the country to a proposed storage facility in Lea County sounds vanilla-coated, it’s because the draft environmental impact statement for a Consolidated Interim Storage Facility submitted by Holtec International did not address how the casks containing the spent fuel would be transported to New Mexico.

It’s likely the casks would be transported primarily by rail using aging infrastructure in need of constant repair. But our rail systems were not built to support the great weight of these transport casks containing thin-wall fuel storage canisters.

Nor was the potential for cracked or corroded canisters to leak radiation studied because an earlier NRC Generic EIS for the Continued Storage of Spent Nuclear Fuel assumed damaged fuel storage canisters would be detected during an intermediary dry transfer system or a pool. But Holtec’s proposal only addresses a new destination for the high-level nuclear waste – not the removal and transport of the fuel storage canisters from nuclear power plants to New Mexico.

Even transport casks with canisters that are not damaged will release radiation as they are transported from nuclear power plants to the storage facility, exposing populations along the transport routes in a majority of states and tribal communities in New Mexico to repeated doses of radiation.

Other issues not considered in the draft EIS were the design life of the thin-wall canisters encasing the nuclear fuel rods and faulty installation at reactor sites like San Onofre, or the self-interest of the Eddy-Lea Energy Alliance in using the land it acquired for a consolidated interim storage site.

Thin-wall canisters cannot be inspected for cracks and the fuel rods inside are not retrievable for inspection or monitoring without destroying the canister. NRC does not require continuous monitoring of the storage canisters for pressure changes or radiation leaks. The fuel rods inside the canisters could go critical, or result in an uncontrolled nuclear chain reaction, if water enters the canisters through cracks, admits both Holtec and the NRC. None of us are safe if any canister goes critical.

Yet a site-specific storage application like Holtec’s should have addressed NRC license requirements for leak testing and monitoring, as well as the quantity and type of material that will be stored at the site, such as low burnup nuclear fuel and high burnup fuel.

With so many deficiencies in the draft EIS, a reasonable alternative is to leave this dangerous radioactive nuclear waste at the nuclear plants that produced it in dry cask storage rather than multiply the risk by transporting thousands of containers that could be damaged across many thousands of miles and decades to southeastern New Mexico, then again to a permanent repository.

Interim storage of spent nuclear fuel at existing nuclear plant sites is already happening – there are 65 sites with operating reactors in the United States and dry cask storage is licensed at 35 of these sites in 24 states. But since the thin-wall canisters storing the fuel rods are at risk for major radioactive releases, they should be replaced with thick-walled containers that can be monitored and maintained. The storage containers should be stored away from coastal waters and flood plains in hardened buildings.

Attempting to remove this stabilized nuclear waste from where it is securely stored across hundreds or thousands of miles through our homelands and backyards to a private storage facility also raises some thorny liability issues, since the United States will then be relieved of overseeing the spent nuclear fuel in perpetuity. The states and nuclear plants that want to send us their long-lived radioactive waste will also be off the hook, leaving New Mexico holding a dangerously toxic bag without any resources to address the gradual deterioration of man-made materials or worse, a catastrophic event. It’s a win/win, however, for Holtec International and the Eddy-Lea Energy Alliance.

Environmental justice footnote: When removal of uranium mine waste on the Navajo Nation was being discussed a few years ago, communities got this response from EPA: Digging up the waste and tr+ansporting it to a licensed repository in different states outside the Navajo Nation – which has always been the Nation’s preferred alternative – is the most expensive option. “Off-site disposal, because of the amount of waste in and around these areas, means possibly multiple years of hundreds and hundreds and hundreds of trucks going in and out of the community and driving for miles.”
