Prime Minister Abe increases drive to export Japanese nuclear reactors

Abe,-Shinzo-nuke-1JAPAN PM TO STEP UP NUCLEAR EXPORT DRIVE: REPORT Yahoo 7 News, 8 June 13,  TOKYO (AFP) – Japan’s prime minister is expected to sign a nuclear cooperation deal with the Czech Republic this month, a report said Saturday, as Tokyo looks to build up its exports of the technology.
Prime Minister Shinzo Abe and Czech President Milos Zeman have all but agreed to sign a memorandum of understanding on mutual nuclear technology cooperation when they meet in Poland on June 16, the Nikkei business daily said.

Nuclear power has been a sensitive issue in Japan since a quake and tsunami wiped out the Fukushima atomic plant in 2011, sparking the world’s worst nuclear disaster in 25 years, but Abe has been keen to promote the industry since taking office in December. The memorandum is expected to include a statement that the Czech Republic will use Japanese nuclear technology.

It will also make US nuclear plant builder Westinghouse Electric, a unit of Japan’s Toshiba Corp., the top candidate to win a $10 billion contract to build two nuclear reactors in the Central European country, the daily said.

Abe is due to meet the leaders of Poland, the Czech Republic, Slovakia and Hungary in Poland while on his way to the June 17-18 Group-of-Eight summit in Northern Ireland, the Nikkei added…….

Japan and France in a marketing frenzy to sell nuclear technology

Buy-US-nukesObama’s Nuclear Vietnam National Review Online By  Henry Sokolski June 4, 2013 In Washington, learning comes hard. Officials may know when to back off when they’ve crossed wires with Congress, but in most cases, and in less time than you’d think, they’re back at it again.

Take the State Department’s rush three years ago to seal a civilian nuclear deal with Vietnam. Secretary of State Hillary Clinton announced that the U.S. had initialed a draft agreement in July of 2010. It featured nuclear-nonproliferation provisions far looser than what Congress wanted. When the Hill found out, it threw a fit, the White House withdrew the deal, and State promised to lead a government-wide review of U.S. nonproliferation policies.

That was 33 months ago. Last September, State completed the review and forwarded its recommendations to the White House. The president has yet to focus on them. Instead he’s gotten excited about promoting U.S. nuclear-reactor exports to — you guessed it — Vietnam.

Last month he sent a U.S. nuclear-export delegation to Hanoi. It included the White House director for nuclear-energy policy, the under secretary of commerce, the assistant secretary of energy for nuclear energy, and 18 nuclear-industry representatives. Japan’s PM Abe pushing for nuclear reactor sales to India – and fast!

Abe,-Shinzo-nuke-1Japan, India seek prompt nuclear accord Asia One, 31 May 13 TOKYO – Prime Minister Shinzo Abe and visiting Indian Prime Minister Manmohan Singh agreed to conclude a nuclear cooperation agreement as soon as possible……Although the negotiations on the nuclear cooperation pact began in June 2010, they have been suspended due partly to the nuclear crisis at the Fukushima No. 1 nuclear power plant following the Great East Japan Earthquake in 2011.

The two leaders instructed related authorities to accelerate the negotiations……

The Abe administration considers the export of infrastructure to be a pillar of its growth strategy. The Indian government, for its part, plans to increase its nuclear energy generation by constructing 18 new nuclear reactors by 2020.

The Japanese side hopes to reach an agreement with India by the end of this year, leading to exports of nuclear power plants and related equipment……

Meanwhile, Singh expressed his support for Japan’s bid to host the 2020 Summer Olympics.

S. Russia’s grand ambition for global nuclear technology sales

Russian-BearRussia to emerging countries: We’ll build, operate your nuclear reactors Smart Planet, By  | May 13, 2013, “…..State nuclear power company Rosatom, “Is offering a special package deal to build and operate nuclear power stations abroad in a bid to win business from developing countries, a company official was quoted on Monday as saying,” Reuters reports. “The offer to ‘Build, Own, Operate’ (BOO), also includes financing to countries seeking to build nuclear plants.”

Rosatom, which competes against the likes of Toshiba’s Westinghouse subsidiary and France’s Areva to construct reactors around the world, has in the past handed over the day-to-day operations of finished reactors to utilities. Now, it’s offering to hang around on site after completion.

“Under the BOO model, Rosatom not only builds the nuclear plant, but also owns it and runs it for up to sixty years,” Reuters writes, citing French publication Le Figaro. “Rosatom also delivers nuclear fuel to the plants.”

Fukushima remains critically dangerous: Japan markets its nuclear technology

The Nuclear Regulation Authority has just started studying how the 3/11 quake affected the Fukushima nuclear power plant. Mr. Abe is pushing the export of nuclear power plants before the effect of quakes is fully understood. Such a policy is irresponsible.

Some 150,000 of them still cannot return to their homes and communities due to radioactive contamination. Buy-Japan's-nukes-2Japan signs Turkey nuclear deal, BBC News 4 May 13, Shinzo Abe signed the deal in Turkey with Prime Minister Recep Tayyip Erdogan  The Turkish government has signed a deal with a Japanese-French consortium to build a new nuclear power station.

The $22bn (£14bn) contract is Japan’s first successful bid for an overseas nuclear project since a tsunami wrecked the Fukushima power station.

The deal was signed by visiting Japanese Prime Minister Shinzo Abe.

Turkish Prime Minister Recep Tayyip Erdogan said it would transform relations with Japan into a “strategic partnership”.

“What happened at Fukushima upset all of us. But these things can happen. Life goes on. Successful steps are being taken now with the use of improved technology,” the Turkish prime minister added.

The deal comes as part of renewed efforts to promote Japanese nuclear technologies abroad, despite concerns over safety. One of the Japanese firms included in the consortium is Mitsubishi Heavy Industries, one of the companies behind the Fukushima plant damaged in the 2011 earthquake and tsunami.

Nuclear lobby getting jittery?

Half-Hearted Nuclear Energy Cannot Continue, Leaders be “All In Energy Collective, Rod Adams, 31 Mar“…..leaders need to be “all in”; they cannot engage in a half-hearted attempt to make nuclear somewhat competitive by following all of the existing rules and making only marginal changes in heat source and heat engine designs that work well when the fuel is coal, oil, or natural gas. They also need to make friends with others who have made the same basic technical choice and not engage in destructive competition against other nuclear energy entrepreneurs who do not have much market share to take anyway….

[quoting Helm] “after a decade of unprecedented mergers and acquisitions—coupled with a good dose of financial engineering—most of the big players are in poor shape to do much investing anyway.” Helm is not talking specifically about nuclear here, but I think that the thought process applies. ……  They must be willing to use new paradigms and techniques and to adopt good ideas that may have been invented somewhere else.

The leaders must also recognize the political aspects of the technology and be unafraid to take advantage of skillful marketing that takes direct aim at the long line of dark grey suits that represent the established energy industry. ….

Focused leaders who have a deep understanding of nuclear technology, politics and human nature need to be willing to throw hammers that may result in some blowback. They must keep pressing forward to develop the energy supply products that their customers want – even if they don’t yet know it….

France – to phase out nuclear at home, but keen to sell it to India

France is helping India construct two nuclear power reactors at the proposed 9,900 MW Jaitapur Nuclear Power Project in Ratnagiri, 400 km south of Mumbai. The project has been facing stiff resistance from locals, NGOs, anti-nuclear groups and some political parties..… Earlier Friday, Hollande met Maharashtra Governor K. Sankaranarayanan, Industry Minister Narayan Rane, Tourism Minister Chhagan Bhujbal and Protocol Minister Suresh Shetty and stressed the importance of nuclear energy.

Japan hoping to sell nuclear technology to Saudi Arabia
