  1. I don’t think they are “maintaining them” though they need to. I think they are fleecing the taxpayers instead of maintaining them. The only maintenance would be repackaging them if they show signs of problems. Maybe they pay some poor souls to monitor/check the rad levels and for a security system but that wouldn’t cost that amount.
