No one has really explained yet how Exxon is still active as operator and partial owner of the Sakhalin Project in Russia, despite the sanctions, in clear violation of the intent of the sanctions against Russia. Whether or not it is legal remains unknown, whatever Tillerson’s claims. The $17,701 that ExxonMobil gave Rubio appears to have served them well to get it out of committee 11 to 10.
