The 1979 Three Mile Island accident in the US occurred in a reactor that had started operation only three months earlier, and the accident at Chernobyl occurred after only two years of operation. A serious loss of coolant occurred at the French Civaux-1 reactor in 1998, less than five months after start-up.
With regard to external threats, one of the Guangdong plants on the drawing board is proposed for Huizhou, which, it is envisioned, will have two AP1000 reactors up and running by 2025. Earthquaketrack.com reports that no less than 16 earthquakes have shaken Huizhou in the past 30 years, the most recent, on August 31, 2012, having a magnitude of 4.4.
Nature explains that the “culture of safety” is an intangible value but extends beyond legislation and regulation to an innate appreciation of risk. Recent industrial accidents, such as the explosion at the port of Tianjin last August and the mudslide at a construction-waste site in Shenzhen last month, suggest such a culture isn’t particularly strong in China.
“We are very worried about Taishan and the design flaws in the reactor vessel and we would like to know what CGN are doing,” says Frances Yeung Hoi-shan, energy group leader for Greenpeace Asia. “We simply don’t know. Investors were informed that the plant would not open until 2017 but there was little detail.”
It comes as no surprise that Greenpeace Asia has consistently rejected nuclear power as part of Hong Kong’s energy mix – the parent group was initially set up to protest nuclear weapons testing, after all – but it has a separate concern about the proliferation of nuclear plants in Guangdong and how transparent the safety processes will be. On August 6, 2003, on Hiroshima Day, commemorating when the first atomic bomb was dropped on Hiroshima (August 6 1945), a secret meeting was held behind closed doors at Strategic Command Headquarters at the Offutt Air Force Base in Nebraska.
Senior executives from the nuclear industry and the military industrial complex were in attendance. This mingling of defense contractors, scientists and policy-makers was not intended to commemorate Hiroshima. The meeting was intended to set the stage for the development of a new generation of “smaller”, “safer” and “more usable” nuclear weapons, to be used in the “in-theater nuclear wars” of the 21st Century.

All the safeguards of the Cold War era, which categorized the nuclear bomb as “a weapon of last resort”, have been scrapped. “Offensive” military actions using nuclear warheads are now described as acts of “self-defense”. During the Cold War, the doctrine of Mutually Assured Destruction (MAD) prevailed, namely that the use of nuclear weapons against the Soviet Union would result in “the destruction of both the attacker and the defender”.
In the post Cold war era, US nuclear doctrine was redefined. There is no sanity in what is euphemistically called US foreign policy. At no point since the first atomic bomb was dropped on Hiroshima on August 6th, 1945, has humanity been closer to the unthinkable…

More concernedly, health officials have identified benzene and radon, both known carcinogens.

So primarily our concern about radon is from the worker’s exposure, for the people actually doing the repair job. If we find radon there, we can address the situation. And if radon does exist in the work site then we may need to have to look at the residential community and monitor for it.”

It also cited concerns about radon, another known carcinogen.

Located at the Naraha Remote Technology Development Center, the system features a 3.6-meter-high display that simulates 3-D images of the interiors of the reactor buildings at the Fukushima plant.
The research and training center was developed by the Japan Atomic Energy Agency as part of efforts for the lengthy decommissioning process, which is expected to take 30 to 40 years.
By using dedicated virtual reality goggles, researchers can view simulated 3-D images of the interiors of reactor buildings that are currently inaccessible to humans because of dangerous levels of radiation. The display shows estimated dose of radiation levels in millisieverts during planned work at the site in the upper part of the image.
The center also features a model of a reactor containment vessel to be used for training in decommissioning methods.

Veterans are hoping the government cash will help them win a 60-year fight for justice after they were left with a crippling legacy of cancers , rare disease and 10 times the normal rate of birth defects in their children.
Nige Heaps of the British Nuclear Test Veterans’ Association said: “We hope that with this money we’ll be able to do the scientific work necessary to help prove the case, as well as improving the lives of survivors and their children.”
In his March budget Chancellor George Osborne praised the veterans’ campaign for recognition, backed by this newspaper, and announced a £25m fund to help all veterans over 60.
- The BNTVA has spent the past nine months preparing a detailed bid which has already had draft approval and will be formally submitted on Monday.The £1m they are asking for includes:
- £500,000 over two years for a genetic study by Brunel University
- £250,000 for research by charity Combat Stress into the mental health effects
- £150,000 for a two-year study at the University of Southampton on the sociological impact
- £6,000 to begin a remembrance project and future archive
- £94,000 to provide items like electric wheelchairs, home adaptations, transport or other help for those who need it
There is no guarantee BNTVA will get a penny. The Aged Veterans Fund they are applying to has £5million next year to split between eight veterans’ groups expected to bid.
- But Mr Heaps says he is confident of a breakthrough.He added: “There is no way scientifically to say any genetic damage was caused by radiation from the tests.
“The best we can hope for is to prove the veterans have a higher rate of genetic damage than the rest of the population. We have to fight the battles we can win.”
Around 22,000 men, many on National Service, were ordered to Australia and Christmas Island in the South Pacific from 1952 to witness the explosion of dozens of atomic and hydrogen bombs.

Derek was a 21-year-old naval rating on HMS Cossack when it was ordered to Christmas Island in 1957 as guardship for several hydrogen bomb tests codenamed Operation Grapple.
- The crew was ordered on deck to watch the explosions.In 1975 he developed lumps on his face and began 40 years and 1,000 hospital visits to have basal cell carcinomas – cancers rooted in the deepest layer of skin – cut out.
Derek, now 78, of Horsham, West Sussex, said: “I have about five cut out every year, so if I live another 20 years there’ll be 100 more.
“Each time they cut one out and I go back and there’s another one growing in the scar.”
- He’s one of those demanding the MoD admit irradiating them.He said: “I’m one of the lucky ones – it’s not going to kill me and they can at least cut my cancers out.
“You get used to it. All I want is to hear the word ‘sorry’. They never will, but that’s all I want.”
The proposed UK research will involve analysis of the DNA in blood and saliva of around 50 surviving veterans, wives and children, to assess genetic damage and see if it was passed on.
It will also look for a “radiation signature” in the DNA, if one is present.

Republicans stand for what they call the “law of the land,” referring to the fact that Congress chose Yucca Mountain to be the nation’s nuclear waste dump, and that has not changed despite President Obama’s and congressional Democrats’ success in upending the project and focusing instead on wind and solar power.

The B-52 flight follows a victory tour by North Korean leader Kim Jong-un to celebrate the country’s widely disputed claim of a hydrogen bomb test. Kim is seeking to rally pride in an explosion viewed with outrage by much of the world to boost his domestic political goals.
There was no immediate reaction from North Korea’s state media to the B-52 fly-over, which also happened after North Korea’s third nuclear test in 2013.
Kim’s first public comments about last week’s test came in a visit to the country’s military headquarters, where he called the explosion “a self-defensive step” meant to protect the region “from the danger of nuclear war caused by the US-led imperialists,” according to a dispatch on Sunday from the state-run Korean Central News Agency.
“It is the legitimate right of a sovereign state and a fair action that nobody can criticise,” Kim was reported as saying during his tour of the People’s Armed Forces Ministry.
The tone of Kim’s comments, which sought to glorify him and justify the test, is typical of state media propaganda. War is Good for Business: Spearheaded by the “defense contractors” (Lockheed Martin, Northrop Grumman, Boeing, British Aerospace et al), the Obama administration has proposed a one trillion dollar plan over a 30 year period to develop a new generation of nuclear weapons, bombers, submarines, and intercontinental ballistic missiles (ICBM) largely directed at Russia and China.
A new arms race is unfolding. Russia has in turn responded to US threats through a major modernization of its strategic nuclear weapons arsenal.
Political Insanity
The use of nuclear weapons is casually endorsed by presidential candidate Hillary Clinton, who believes that nuclear weapons are instruments of peace-making. Her election campaign is financed by the US military industrial complex which produces the WMDs.
Meanwhile, scientists on contract to the Pentagon have endorsed the use of tactical nuclear weapons, which are said to be “harmless to the surrounding civilian population because the explosion is underground.” The tactical nukes are bona fide thermonuclear weapons, with an explosive capacity between one third and six times a Hiroshima bomb. They have been cleared for battlefield use (in the conventional war theater) by the US Senate and their use does not require the approval by the Commander in Chief.

Scientists and conservationists fear the ever-increasing commercial and environmental pressure to expand the nuclear power sector means not enough attention is being paid to safety. Within a couple of decades, Hong Kong could be in close proximity to as many as 39 reactors, spread across Guangdong province. Two of them are nearing completion just 140km west of Hong Kong, in Taishan, in what has been labelled by green groups as the “most dangerous nuclear power plant in the world”.
“China is developing its nuclear capability too fast; they just don’t have enough trained staff or adequate independent safety infrastructure,” says civil engineer Albert Lai Kwong-tak, convenor of Hong Kong think tank the Professional Commons and a long-standing opponent of nuclear energy. Yet, despite the reservations of campaigners, China is not only the world’s biggest market for nuclear technology but, according to the World Nuclear Association (WNA), it is set to “go global”.

Ms Oberon said Adelaide was chosen for the launch because of the council’s Sustainable City Incentive Scheme, which provides up to $5000 towards the cost in installing solar PV storage across the residential, business, education and community sectors. Funding for the program also has financial support from the South Australian government.
“We felt it was important to acknowledge the South Australian government and the City of Adelaide for such a forward-looking and innovative scheme,” Ms Oberon said.
The company is also hoping other state governments and councils will be encouraged to take up the idea of supporting the uptake of renewable energy storage.
The company’s core mission is based on the fundamental Aboriginal approach of stewardship of the earth and its resources. This means needing to shift out of high-emissions fossil-fuel derived energy.
Aboriginal-owned energy company one-upping Tesla By Willow Aliento, The Fifth Estate Friday 8 January 2016 The renewable energy storage game is about to be disrupted, with Australian Aboriginal-owned company AllGrid Energy announcing the launch of WattGrid, a new 10kWh solar energy storage system it says is around 30 per cent cheaper than the Tesla Powerwall.
Customers also don’t have to wait until 2016. Spokeswoman for AllGrid, Deborah Oberon, said the company expected to be making its first deliveries in the next two to three months.
The $11,999 WattGrid unit comprises an aluminium cabinet containing tubular lead acid gel batteries, and a hybrid 5kW solar inverter with battery management system that has load share capability with the grid and uninterrupted power supply capability.
The unit is also accompanied by a software app, WattsHappening, that allows users to view real-time information and interface with the system.
Beta testing has shown the unit can help solar owners maintain an energy supply profile that can be matched to the demand profile, potentially rendering drawing grid power unnecessary.
The Queensland-based company is also releasing another product it has developed, the PortaGrid. This is an independent unit comprising solar panels, storage, UPS, inverter and outlets that is suitable for remote and off-grid locations, as well as emergency situations.
The units can be supplied with an inbuilt weather station that will automatically close up the panels in the event of a severe weather hazard such as a cyclone.
The AllGrid company is an alliance between two established firms, Consolidated Industrial Holdings, which operates across the energy efficiency, engineering design and technology sectors, and DICE Australia, an Aboriginal-owned and Aboriginal-operated company in the electrical contracting and general construction services sector………

All the intellectual property involved in the products is owned by the AllGrid business.
Currently the company has one manufacturing facility established in Brisbane where the various parts, some of them manufactured offshore to AllGrid’s specifications, will be assembled by a predominantly Indigenous workforce.
Ms Oberon said if demand in South Australia was great enough, the company would also look to establish a plant in Adelaide.
The PortaGrid product is already attracting interest, she said, with the company in discussions with National Parks about supplying the units for remote sites that currently rely on diesel generators.
“The applicability worldwide of the technology is just enormous,” Ms Oberon said, “particularly in developing countries.”
Talks are underway with a number of groups that are currently running leadership programs with Indigenous people in other nations and setting up training programs in renewable energy for the local peoples.
