Miller, to be part of a larger game-plan to use magical thinking, so that governments or utilities can choose whatever radiation level they want to define as safe in order to have “Dramatically reduced operating expenses • Dramatically reduced cleanup expenses” In true Orwellian style, he calls this “science-based“!
