Scientists from the Chinese Academy of Sciences, University of Venice, and Nanjing University, Feb 6, 2015: The β radioactivity of snow-pit samples collected in the spring of 2011 on four Tibetan Plateau glaciers demonstrate a remarkable peak in each snow pit profile, with peaks about ten to tens of times higher than background levels. The timing of these peaks suggests that the high radioactivity resulted from the Fukushima nuclear… The released radioactive nuclear substances not only polluted Japan… but also spread to other areas of the Northern Hemisphere via atmospheric circulation and ocean currents, affecting the hemispheric and even global environment. As an overdose of nuclear radiation may seriously threaten human health and wildlife survival, this nuclear accident has caught the attention of the world. The radioactive fallout [was] detected in the atmosphere, soil, surface water, and pastures in the low-altitude regions of North America… Much of the radioactive material was transported by the westerlies, resulting in the fallout over North America… [T]o reach the Tibetan Plateau, material transported by the westerlies has to first circle much of the globe… In May 2011, snow-pit samples were collected on the Gurenhekou Glacier… Dongkemadi Glacier… Muztag Glacier and Yuzhufeng Glacier… In 2005 and 2007, we drilled ice cores… Tanggula ice core [and] Yuzhufeng ice core… Clearly, the peak β radioactivities in the snow pits… are much higher than that in the corresponding local ice cores, and even overwhelm the peak β radioactivities caused by past atmospheric thermonuclear tests in the early 1960s… The peak β radioactivities… are 11.0 and 92.4 times larger than their local average background levels… attributed to the Fukushima radioactive fallout… The Fukushima nuclear accident… created a radioactive horizon that can be used as independent age markers in snow and ice cores in the Northern Hemisphere… providing a direct record of the impacts of human activities on the Earth’s environment…

Chernobyl radiation still causing mutations in plants and animals

In this paper we use a meta-analysis to examine the relationship between radiation and mutation rates in Chernobyl across 45 published studies, covering 30 species. Overall effect size of radiation on mutation rates estimated as Pearson’s product-moment correlation coefficient was very large (E = 0.67; 95% confidence intervals (CI) 0.59 to 0.73), accounting for 44.3% of the total variance in an unstructured random-effects model. Fail-safe calculations reflecting the number of unpublished null results needed to eliminate this average effect size showed the extreme robustness of this finding (Rosenberg’s method: 4135 at p = 0.05). Indirect tests did not provide any evidence of publication bias.

The effect of radiation on mutations varied among taxa, with plants showing a larger effect than animals. Humans were shown to have intermediate sensitivity of mutations to radiation compared to other species. Effect size did not decrease over time, providing no evidence for an improvement in environmental conditions.

The surprisingly high mean effect size suggests a strong impact of radioactive contamination on individual fitness in current and future generations, with potentially significant population-level consequences, even beyond the area contaminated with radioactive material………http://www.nature.com/srep/2015/150210/srep08363/full/srep08363.html

China, Pakistan, and Nuclear Non-Proliferation Recent evidence regarding China’s involvement in Pakistan’s nuclear program should provoke international scrutiny. The Diplomat By Rohan Joshi February 16, 2015 China’s confirmation that it is involved in at least six nuclear power projects in Pakistan underscores long-standing concerns over both the manner in which both China and Pakistan have gone about engaging in nuclear commerce and the lack of transparency around China-Pakistan nuclear cooperation in general. The guidelines of the Nuclear Suppliers Group (NSG), a 48-nation body that regulates the export of civilian nuclear technology, prohibit the export of such technology to states, like Pakistan, that have not adopted full-scope International Atomic Energy Agency (IAEA) safeguards. Yet over the last decade, China has accelerated nuclear commerce with Pakistan while contending that its actions are in compliance with NSG guidelines, an argument that is not entirely convincing.

Today, China is not only a violator of global nuclear non-proliferation norms, but also presents the most convincing evidence of the non-proliferation regime’s ineffectiveness. China’s delay in building reactors is watched in concern by US nuclear industry

nukes-hungryflag-ChinaPower plant projects closely watched International Falls Journal, ATLANTA (AP) 17 Feb 15, — U.S. power companies struggling with the escalating costs of building nuclear plants are closely watching similar efforts in China, where officials are expecting delays.

Two plants under construction in Sanmen and Haiyang, China, are the first-ever built using Westinghouse Electric Co.’s AP1000 reactor design. Utility companies in Georgia and South Carolina are building two similar plants in the United States using a very similar design. Since the project in China is further along, U.S. executives and safety regulators watch it closely…….

Meeting deadlines is critical for projects in both countries. When nuclear plant construction slows down, building and financing costs can soar. That problem hobbled the nuclear industry during earlier rounds of building. Proponents had hoped the new projects in China and the United States would demonstrate nuclear plants can be constructed without blowing budgets.

If nuclear plants go massively over budget, the nuclear industry will find it nearly impossible in the short run to compete against much-cheaper gas-fired plants…….

The projects in the United States are already under cost pressure. Westinghouse Electric Co. and Chicago Bridge & Iron Co. expect construction of two new AP1000 reactors at Plant Vogtle in eastern Georgia will go three years beyond the approved schedule, according to financial filings……..

Regulators in Georgia estimate the latest delays could push Southern Co.’s share of spending on the plant from $6.1 billion to more than $8 billion.

Many a slip before there’s any Takahama nuclear restart

Local approval is no given for Takahama nuclear restarts , Japan Times 17 Feb 15 FUKUI – Kansai Electric Power Co. wants to fire up its Takahama nuclear plant as soon as possible, but it has cleared only one hurdle in securing a green light from regulators. The next could be difficult: obtaining the consent of local officials.

Areas within 30 km of the plant must have evacuation plans for all residents. Although the plant is located in Fukui Prefecture, the evacuation zone sweeps into Kyoto and Shiga prefectures, and they fear for a repeat of a crisis like the Fukushima meltdowns.

The Nuclear Regulation Authority declared last week that the No. 3 and No. 4 reactors of the Takahama plant meet safety standards.

But Yutaka Nose, mayor of Takahama, called on the NRA to explain what that green light means. He suggested that it record a video for town residents to watch via a local cable television network.

Nose said he himself will only decide whether to approve the restarts after consulting residents.

Fukui Gov. Issei Nishikawa plans to decide in line with the recommendations of a panel of experts conducting an independent assessment at the prefectural government’s behest. He will also, he said, consider sentiment in the town and the prefectural assembly.

Along with the NRA’s safety certificate, Kansai Electric needs to win approval for the systems and facilities it would deploy in the event of an accident.

Nishikawa said he will take everything into account in deciding what to do.

It is unlikely that there will be much progress before April’s gubernatorial election.

If the Sendai nuclear plant in Kagoshima Prefecture is anything to go by, approval could be months away at least. Approval is still pending for a resumption of life at that plant’s No. 1 and No. 2 reactors, even though the NRA gave a thumbs-up in September……..

Taizo Mikazuki, governor of Shiga Prefecture, part of which also falls within the 30-km radius, maintains that he will not endorse the restart of the reactors unless the Takahama plant introduces an “effective” safety system.

Mikazuki was elected last July on a pledge of seeking to phase out nuclear power.

He has warned that in the event of an accident, the fallout won’t respect prefectural boundaries. He believes reactivating nuclear plants should be a matter for other prefectures, not just the one that hosts the plant……

South Africa’s secretive and super- expensive nuclear power plans

nuclear-costsflag-S.AfricaGovt in R1trillion nuclear strategy, Business Report South Africa February 16 2015  Paul Burkhardt, Mike Cohen and Franz Wild THE GOVERNMENT is forging ahead with plans to spend as much as R1 trillion on new nuclear plants, ignoring objections from environmental activists, opposition parties, unions and even its own advisers.

Bids would be sought from the US, China, France, Russia and South Korea to add 9 600 megawatts of atomic power to the national grid to address energy shortages in Africa’s second-largest economy, President Jacob Zuma said in his annual State of the Nation address on Thursday. The first output was targeted for 2023, he said.

“We know exactly what we need,” Zuma said on Friday. “We are now well-informed. We are moving ahead.”……..

Detractors of the nuclear plan argue that the plants will be too costly, take too long to build and that the bidding process will be vulnerable to corruption. The National Development Plan, the government’s blueprint for growing the economy, recommended that alternatives be investigated, including the use of gas plants, which would be easier to finance and build.

More expensive

“Nuclear is not a wise choice for South Africa,” Anton Eberhard, a member of the National Planning Commission that advises on implementing the development plan and a professor at the University of Cape Town on February 11. “Nuclear energy will not enable us to resolve our immediate power crisis. It is more expensive than other energy options.”

A 20-year plan published by the energy minister in December 2013 said the decision on whether to build new nuclear plants could be delayed until at least 2025 to allow for a proper assessment of alternatives and likely power demand.

Areva, EDF, Toshiba’s Westinghouse, China Guangdong Nuclear Power, Rosatom and Korea Electric Power have expressed interest in building new plants in South Africa.

The DA said the nuclear bidding process had been clouded by secrecy and had the potential for corruption. The party called on Zuma to abandon it. The National Union of Mineworkers, an ally of the ruling ANC, said nuclear power was not a priority and more focus should be placed on completing two new coal-fired power stations that were running behind schedule.

Britain’s main political parties combine in effort to battle climate change

UK to phase out coal as Australia phases out renewable energy, Business Spectator TRISTAN EDIS  16 FEB,  The leaders of the UK’s three main political parties – Tories, Labour and the Liberal Democrats – have chosen to put efforts to address climate change above politics.

Prime Minister David Cameron from the Tories, Labour leader Ed Miliband and the Deputy PM and leader of the Liberal Democrats Nick Clegg have put out a joint statement – which echoes comments by US President Barack Obama – declaring that climate change is one of the most serious threats facing the world. According to the statement they argue climate change is not only a threat to the environment but, also, “national and global security, to poverty eradication and economic prosperity”.

The agreement is a major step forward because, while it might be vague on policy detail, it sets out some long-term principles that are critical to support investor confidence in low carbon energy infrastructure involving billion-dollar price tags and with lifetimes of several decades. It makes a stark contrast with Australia where investors (other than mums and dads buying solar systems) have abandoned power generation as a result of Tony Abbott tearing up the political consensus that had been achieved on pricing carbon and the Renewable Energy Target.

The agreement sets out that, irrespective of who wins the UK election in May, all three parties agree to:

  1. Phase out the use of coal in power generation (unless emissions are captured and stored) while accelerating the development of an energy efficient, low carbon economy;
  2. Continue the practice as set out under the UK’s Climate Change Act of having an independent institution (the Climate Change Committee) plan out carbon pollution budget constraints between now and 2050 with the aim of achieving an 80% reduction in emissions by 2050 compared to 1990 levels.

Murder suspect Andrei Lugovoi’s room had high levels of radiation

Litvinenko inquiry: Highest radiation levels in suspect’s hotel, BBC News, 17 Feb 15 The highest level of radiation found during the investigation into Alexander Litvinenko’s death was recorded in a hotel stayed in by one of his suspected killers, an inquiry has heard.

Andrei Lugovoi stayed alone at London’s Sheraton Park Lane hotel from 25 to 28 October 2006. Mr Litvinenko died the following month.

Mr Lugovoi remains in Russia with Dmitri Kovtun, who is also a suspect.

The pair have always denied poisoning the ex-KGB officer with polonium-210.

Det Insp Craig Mascall told the public inquiry into Mr Litvinenko’s death that traces of radioactivity were found throughout the Sheraton, including on towels, in the laundry chutes and in Mr Lugovoi’s room.

The highest levels in the whole investigation were found on the towels, Mr Mascall told the London hearing……..

UN envoy Michael Bloomberg calls for renewable energy in India

Invest in cities, renewable energy, UN envoy Michael Bloomberg tells conference in India UN News Centre, 17 February 2015 – Welcoming India’s efforts to confront climate change, the United Nations Secretary-General’s Special Envoy for Cities and Climate Change, Michael Bloomberg, said today that the country was incredibly well placed to capitalise on the benefits of renewable energy.

Noting the Government’s plan to install about 100 gigawatts of solar power across the country by 2022, Mr. Bloomberg pointed to the major development benefits that the country could achieve, given the large amount of solar radiation it gets and the reduced level of infrastructure needed to pump solar energy into people’s homes.

“Imagine the signal it would send to the world if India were able to achieve its goal of bringing electricity to every household that lacks it, largely using clean solar power – at a fraction of the cost of the conventional grid.,” said the Special Envoy during his keynote address to the ‘RE-Invest’ conference, aimed at scaling-up financing for renewable energy. “It would be a success story told – and copied – around the world.”

Mr. Bloomberg joined leading renewables and investment professionals from India and across the world at the RE-Invest conference, as part of a two-day visit to the country in which he advocated for increased renewables, smarter cities, sustainable transport and urban climate adaptation……..

With countries coming to Paris this December to reach a new climate change agreement, Mr. Bloomberg said that no country will commit to goals they don’t think they can reach, or that come at too great a cost to economic growth. However, countries are continuing to move forward because they realise the benefits of action – for their economies and the health of their citizens.

South African residents turning to off-grid renewable energy

The company has putin place an aggressive plan for limiting the amount of electricity it supplies to prevent a collapse of the electrical system.

However, the unpredictability of the system is causing some South Africansto become self-sufficient. These people have begun producing energy in their own homes. Many are choosing renewable forms of energy…….

Some South Africans are considering other power sources to reduce their dependence on the electrical grid……..

Some people say that taking oneself off the grid is only for people who canpay for it. Greg Ball spent over $30,000 placing solar technology equipmenton his home. He says the technology has paid for itself. He says he savesabout $7,500 in fuel every year.

Starting costs are high. Yet, several solar companies in Johannesburg toldVOA that recent power outages have helped create a notable increase ininterest.

Ryan Beech is part of a Go Green Project for Parkhurst, a wealthy area inJohannesburg. The project aims to take 2,000 houses off the electrical gridand have them using renewable energy by 2020.

He says, “We are currently looking at all the technology out there from hydroto solar, (and) wind.”…..

WASHINGTON, D.C. — Friends of the Earth, with 13 other organizations, submitted a letter to Governor Terry McAuliffe, Members of the Virginia General Assembly, Nuclear Regulatory Commissioners and energy company Dominion Resources urging against building a third nuclear reactor at the North Anna Power Station in Louisa County, Virginia. This proposed reactor would sit on an active earthquake fault and lacks a reliable water supply for cooling three reactors. The letter also emphasized the project’s high cost, a lack of any safe waste disposal solution and other inherent safety concerns related to nuclear reactors.

Friends of the Earth’s former president Brent Blackwelder issued the following statement:

The nuclear tragedy at Fukushima should have made it clear that the risks of nuclear reactors are too great. Yet Dominion Virginia Power and the state of Virginia continue to flirt with disaster. It is unconscionable to spend a single cent on an energy source that carries the inherent risks of nuclear reactors. These risks are exacerbated at North Anna because the reactor sits on a known fault line. This is the same fault that just shook Washington, D.C. in 2011, damaging the Washington Monument and the National Cathedral. Safe, renewable and distributed energy alternatives already exist; and it is time that we stopped investing in false solutions.

Nuclear subsidies for Hinkley Point facility will cost far more than is claimed

UK-subsidyNuclear Subsidies NuClear News, Feb 2015 The Energy Fair group has examined (1) the findings by the Directorate General for Competition of the European Commission (EC) (2) that, with regard to the proposed new nuclear power plant at Hinkley Point, “the package of measures notified by the UK involves State aid which, as amended by the commitments provided, is compatible with the internal market.
It concludes that some key arguments and conclusions in the commission document are false. And it appears that the errors in these arguments and conclusions arise largely from seriously deficient understandings of technical aspects of nuclear power and technical aspects of electricity supply systems. The EC document’s main focus is on the proposed “Contract for Difference” (CfD),“Credit Guarantee” (CG), and “Secretary of State Agreement” (SSA).
But Hinkley Point C (HPC), if it were to be built, would benefit from several other subsidies, several of them large, and most of them not widely recognised. Energy Fair estimates that if the cost of all these other subsidies were to be included the cost of electricity generate would be at least £196.50/MWh
In fact, taking account of the costs arising from nuclear waste that will be dangerous for thousands of years, it is entirely possible that the true costs associated with any nuclear plant, including HPC, will be greater than the total value of the electricity that it may produce. Energy Fair shows how renewables, including conservation of energy, are more than sufficient to meet our needs, and can do so better than nuclear power, and more cheaply.

As per the data by the Central Electricity Authority (CEA), the power deficit of the country made its peak during the first six month of the current fiscal at 4.7 per cent compared to 4.2 per cent in the same period last year.

Meanwhile, the government push to boost manufacturing activities in the country will also auger well for the sector. The government is taking many initiatives to develop green energy, and in this direction it has laid down the ambitious plan for installing 1,00,000 MW of solar power capacity by 2022, which is much higher than its earlier target of 20,000 MW.Power, coal and renewable energy minister Piyush Goyal has also initiated discussion with 7-8 states where there is a lot of solar energy potential for setting up solar power plants. And to bring justice to the land owners, the government is also considering of making them the stakeholders in the solar power projects.

To attract investment in the sector, the Ministry of New and Renewable Energy is organising Renewable Energy Global Investors Meet & Expo (RE-Invest) from 15-17 February 2015 in New Delhi.
Already the sector is expected to attract $200 billion from both domestic and international firms, which are queuing up to cash the benefit of green energy. Major private players like Tata powerBSE -0.36 % and Adani EnterprisesBSE -1.32 % have been aggressive in expanding their green energy power capacity ….
