The findings also document the presence of Strontium-90 in baby teeth.

Is the baby tooth under your child’s pillow radioactive? It could be if you live relatively close to a nuclear power plant that has been operating normally and in accordance with federal regulations, according to a new study.

The study, released last week by the Santa Barbara-based think tank World Business Academy for its Safe Energy Project, found that public health indicators such as infant mortality rates and cancer incidence in surrounding areas rose dramatically after Pacific Gas and Electric’s (PG&E) two nuclear reactors at the Diablo Canyon power plant began operations in 1984 and 1985.

“This should be a concern for any nuclear reactor and its health risks, whether it’s been operating for a day or 30 or 40 years because these reactors create over 100 cancer-causing chemicals; much of it is stored as waste at the plant, but a portion of it is released into the environment and gets into human bodies through the food chain,” said Joseph Mangano, who authored the study. He is the executive director of the nonprofit Radiation and Public Health Project (RPHP).

The findings also document the presence of the radioactive isotope Strontium-90 in baby teeth, showing that the Strontium-90 levels in 50 baby teeth collected mostly from San Luis Obispo County, but also from Santa Barbara County, which is downwind from the Diablo Canyon plant, was 30.8 percent higher than the levels found in the 88 baby teeth from the rest of the state. Hwang Jung-chiou, chairman of the state-owned electric power utility Taiwan Power Co. (Taipower), told Kyodo News that they have been in contact with France with the intention of sending shiploads of spent fuel rods there for reprocessing, adding that Taiwan has obtained consent from the United States. A civil nuclear agreement between Taiwan and the United States, renewed in December last year, allows the transfer of nuclear waste from Taiwan to France and other countries or destinations agreed upon by Taipei and Washington for storage and reprocessing.

Hwang made the remarks after the construction of an interim dry storage facility for spent fuel rods his company plans to build in New Taipei City hit a snag.

The water pools at the First Nuclear Power Plant in Chinshan, 41 kilometers away from the capital Taipei, are nearing full capacity.

Taipower is building an above-ground facility at the reactor site for storing the used fuel before a deep geological disposal site is available.

Taipower’s plan is to begin building the final repository in 2044 and commence operation in 2055.

However, local opposition to the interim facility has forced the New Taipei City government to hold off from giving a green light to the proposal……..

Apart from talking with France on reprocessing high-level radioactive waste, Hwang said they are also talking with China over the possibility of disposing low-level nuclear waste there.

Taipower began to ship low-level radioactive nuclear waste to an underground storage site on Orchid Island off Taiwan’s southeastern coast three years after Taiwan’s first nuclear power plant came online in 1979.

Over 97,000 barrels of such waste were shipped to the island, which is home to some 4,000 Tao Aboriginal people, before they began to disintegrate in 1992, leading to efforts to replace the eroded containers with new ones beginning in 1996.

While Orchid Island is a temporary disposal facility, the Ministry of Economic Affairs has announced that Wuciou Island in the Kinmen archipelago, near the coast of mainland China, and Daren Township of Taitung County in eastern Taiwan have been chosen as possible sites of permanent storage.

Taiwan officials brush off worries about nuclear power plant flaws

Taiwan Power Co (Tai-power, 台電) chairman Hwang Jung-chiou (黃重球) said that finding and sealing leaks in the primary containment structure of the plant’s first reactor were normal steps in safety inspection procedures.

Hwang said similar leaks were discovered during inspections carried out on the nation’s first, second and third nuclear power plants, all of which are operated by the state-run Taipower.

The company is also responsible for the nearly completed Fourth Nuclear Power Plant in New Taipei City’s Gongliao District (貢寮).

Answering questions at a meeting of the legislature’s Education and Culture Committee, Atomic Energy Council (AEC) Minister Tsai Chuen-horng (蔡春鴻) said the council would strictly review Taipower’s safety reports on the plant to ensure the leakage rates of the reactor containment building are within safety standards.

Tsai’s remarks came in response to a report by the Chinese-language Liberty Times (the Taipei Times’ sister newspaper) yesterday which said it received an anonymous report from a person who identified himself as a worker at the plant saying that during the integrated leak rate test (ILRT) and structure integral test (SIT) conducted at the plant’s No. 1 reactor from Feb. 26 through March 5, leakage rates were found to be too high.

The company had reported them as normal.

Meanwhile, outside the committee meeting room, Green Citizen Action Alliance deputy secretary-general Hung Shen-han (洪申翰) criticized Taipower for claiming that the structure had no problems in its publicized safety test report on its Web site last month.

In the plush surroundings of the Army & Navy Club on London’s Pall Mall, Mike Alexander, chief executive of British Energy, was holding court. Assembled before him were more than a hundred leading figures from the UK’s energy industry – all there at the behest of the Energy Industries Club, an industry body that keeps its membership secret.

The point of the event, held just a few weeks ago on 15 March, was to hear a keynote speech, to be delivered by Alexander, with the title “UK Nuclear Energy: fuel of the future?” It was not, however, a purely private affair. Around the room were a selection of top opinion formers: analysts, corporate traders and members of the media. The journalists could not report the event directly – the invitations were based on so-called Chatham House rules, meaning it was for “background use only”. What they were meant to take home was a message: nuclear power is coming back. Alexander’s speech itself was simple. Within the next 20 years, he said, Britain’s nuclear power stations will come to the end of their operating lives. To meet the country’s climate-change targets, they must be replaced with some form of power generation that does not produce the greenhouse gas carbon dioxide. Anywhere else, that line might have prompted some sharp questions. Cause for optimism in Iran nuclear deal with the West

 WASHINGTON—Several core elements of agreement between Iran and the West have emerged in recent weeks, heightening optimism that a comprehensive deal can be reached by the July 20 deadline, according to U.S., Iranian and European officials involved in the diplomacy.

Still significant differences remain that could scuttle a deal or force negotiators to extend talks, officials briefed on the talks said.

“People are less pessimistic than they have been in the past—certainly,” one European official said. “There are certain areas where some kind of consensus” is emerging. “But in certain areas, there is still a huge gulf.” One of the key areas of agreement is the future of an Iranian plan to convert its heavy-water reactor in the city of Arak to produce significantly less weapons-grade plutonium, according to various officials.

Iran also has begun to more substantively address evidence presented in parallel talks with the U.N’s nuclear watchdog, the International Atomic Energy Agency, that it conducted research and testing to develop atomic bombs, the officials said.

However, the U.S. and Europe are demanding significant progress in accounting for past work as part of the agreement. Iran, which has denied it ever sought nuclear weapons, is being pressed to agree in coming days to provide answers on several other aspects of its past work.

Negotiators will begin drafting terms of a final agreement on the future of Tehran’s nuclear program this week in Vienna. A deal would end a decadelong standoff between Tehran and the West and put into place greater assurances that Iran won’t be able to build a bomb, in return for a major easing of Western sanctions……..

The meetings in Vienna will mark the fourth round of high-level talks between Iran and the five permanent members of the United Nations Security Council plus Germany—known as the P5+1—since the two sides reached an interim agreement last November.The interim deal resulted in Tehran freezing parts of its nuclear program in return for an easing of some Western sanctions. It will expire on July 20 but could be extended by six months if both sides agree they need more time.

The main area of disagreement continues to be the scope of Iran’s uranium-enrichment facilities, which could be used to produce weapons-grade fuel for a bomb, according to U.S. and European officials. Tehran currently has 19,000 centrifuges used to enrich uranium and has plans to build 30,000 more.

The Obama administration, conversely, is demanding Tehran scale back its capacity to as little as 5,000 operating machines to ensure Iran can’t quickly “break out” and rush to build a nuclear bomb in less than six months.

Iran and the P5+1 are seeking to develop a formula that limits both the number and quality of centrifuges as well as stockpiles of fissile materials to guard against the capability to quickly build a bomb.

But Iran’s theocratic leader, Ayatollah Ali Khamenei, has repeatedly stated in recent weeks that he won’t accept a significant scaling back of his country’s nuclear capabilities.

Nuclear lobby out to discredit Joe Mangano – but perhaps he is right!

Industry and government regulators claim Mangano’s study, as well as his previous peer-reviewed research studying the health impacts of radiation on local communities, is not credible.

“Given Mr. Mangano’s history of discredited reports due to poor science and that this newer report draws on the previously discredited work, PG&E is not giving this report any consideration,” Blair Jones, a PG&E spokesman, told Truthout in a written statement. “Recent assessments performed by the US nuclear industry’s federal regulator, the Nuclear Regulatory Commission (NRC), demonstrate Diablo Canyon is being operated safely and in a manner that protects the health and safety of the public. The NRC has found our operations continue to meet all safety and security performance objectives.”

And the Nuclear Energy Institute (NEI), an industry group, reacted even more aggressively, calling Mangano a “fearmonger” and “scaremonger.” The group regularly cites a statistic from the EPA that nuclear power plants only account for 0.1 percent of the radiation an average American is exposed to in the course of a year and that exposures from common medical procedures such as CT scans and X-Rays account for about 50 percent of this overall level.

But Dr. Hosea questions their claims. “At least with medical radiation you know you’re exposed and you can make a decision whether or not it’s worth the risk of getting a cat scan which is very, very small compared to not knowing [about potential risks from reactors] and finding out later that there’s potentially a problem,” he said. “We keep being reassured there’s not a problem, but there very well may be a problem,” he said.

Strontium-90 is not typically released in the radiation patients are exposed to diagnostically, and different radioactive isotopes can be of different qualities in terms of how much harm they can do to the human body.

“In whose interest is it to discount the study and not pay attention to it? It needs further investigation so we can really know the truth,” Dr. Hosea said.

PG&E and the industry group both point to staffers from eight state departments of health and the NRC who have looked into Mangano’s work and have invalidated it. The NEI claims that most of the Strontium-90 in the environment, which has a half-life of 28 years, is a remainder left over from above-ground atom bomb tests in the 1950s and early ’60s, and that there has been no significant change in background levels of radiation near nuclear reactors.

But Mangano’s research has found an overall statistically significant increase in concentrations of Strontium-90 found in baby teeth near Diablo Canyon over time. His previous research has also found that after the Rancho Seco nuclear power plant in Sacramento was closed, public health indicators in the surrounding areas improved.

“What the industry does in the absence of not doing these studies and not liking the results, is calling names,” Brown said. “This is not fifth grade; you do not get to talk about the health and safety of your customers and your neighbors by pointing fingers, and calling names, and trying to discredit, and trying to shoot the messenger.”

“This is not Joe Mangano’s data, this is data that is put out and publicly available by the Centers for Disease Control, by federal statistics and by the California cancer registry,” Brown said.

An NRC spokesman agreed with the industry that Mangano’s latest study lacked credibility. But more than 20 years after a highly cited study claimed there was no increased cancer risk from proximity to nuclear plants, the NRC is finally looking into the matter. The agency has asked National Academy of Sciences (NAS) to perform its own assessment on cancer risk for populations surrounding nuclear reactors, which is still in the works. The NAS has confirmed there are no safe levels of radiation exposure, in contrast with the EPA’s “permissible limits” approach.

“[The NAS assessment] is essentially the study we asked for 20 years ago,” said nuclear engineer David Lochbaum, who directs the Nuclear Safety Project at the Union of Concerned Scientists (UCS). Lochbaum told Truthout that when he asked NRC staffers why they did not address health impacts in a draft environmental impact statement for a nuclear plant seeking a 20-year license extension in 1998, the staffers told him that “human health was outside the scope of their assessments.”

“We applaud the NRC for doing [the health impact study], we just wish it would have been done…” he paused. “I guess better late than never, so we’ll look at the glass as half-full.”

When it comes to the credibility of Mangano’s work, Lochbaum told Truthout more research still needs to be done.

“When I read Joe’s work, it seems plausible,” he said. “When I read industry’s objections, that seems plausible too, and I know they both can’t be right and I don’t know which is. The U.S. Nuclear Regulatory Commission is requiring Plant Vogtle in Burke County to submit a detailed risk analysis by June 30, 2017. An expedited review is required by this December to make sure the plant about 30 miles south of Augusta could safely shut down after an earthquake.

The requirements are part of ongoing work by the NRC after the Fukushima nuclear meltdown in Japan. New models of seismic activity showed that earthquake risks beyond the West Coast are more threatening than was understood when many nuclear power plants were built in the 1970s and 1980s.

The NRC reviewed reports from 59 nuclear reactor sites in the central and eastern U.S. with updated earthquake hazard information. A prioritized list of reactors needing further analysis was released Friday. “We’ve examined this information to see how a plant’s new quake hazard compares to the ground movement that the plant’s original design process considered,” said Eric Leeds, the director of the NRC’s Office of Nuclear Reactor Regulation, in a news release. “We’re closely following the industry’s response, and we’re confident the plants are safe to continue operating.”

If the expedited safety review due in December shows that equipment needs to be updated, the work must be completed by December 2016.

Other reactors facing scrutiny include Plant Hatch in Baxley, Ga.; Catawba Nuclear Station in York, S.C.; Oconee Nuclear Station in Seneca, S.C.; Robinson Nuclear Plant in Hartsville, S.C.; and V.C. Summer Nuclear Station in Jenkinsville, S.C.

This week, after the White House released a report on just how devastating climate change has shown itself to be right here at home, with superstorms, flooding, droughts and tornadoes already pounding America (and the rest of the world) with increasing frequency—the very phenomena reputable scientists have been warning about for a long time—what did the deniers do?

They upped the ante.

Not only are they impervious to knowledge, reason or fact, they apparently feel attacked by knowledge, reason and fact. So, they counterattacked. On CNN, S.E. Cupp accused scientists of being bullies. Scientists who are just trying to inform people about facts and something that affects us all. WTF is wrong with these people? t happened on CNN’s Crossfire. Heritage Foundation economist Nicholas Loris argued with science guy Bill Nye and activist Van Jones that the extreme weather trends are “uncertain.”

“I’m not a denier, I’m not a skeptic,” Loris said. “What I’m saying is, climate is changing — yes, manmade emission are in some part to that — but we haven’t seen these extreme weather event trends. The observed data doesn’t prove that.”

Poor Bill Nye was flabbergasted.

“So let’s just start with, we don’t agree on the facts,” Nye said. “This third report came out, saying it’s very serious, you say no. There’s the essence of the problem, S.E.”

That would be the S.E. Cupp from the Heritage Foundation, who then said this to Bill Nye: “Isn’t it a problem when science guys attempt to bully other people? Nick here had to say, ‘I’m not a denier.’ He had to get it out: ‘I’m not a denier.’ Because really, the science group has tried to shame anyone who dares question this, and the point I’m trying to make is, it’s not working with the public.”

Attack the scientists! The purveyors of knowledge! Kill the messengers!

Japan’s authorities don’t like it, but Manga art pushes on with anti-nuclear story

flag-japanManga pushes ahead with antinuclear storyline, Japan Newsw, May 13, 2014 Jiji Press Japanese gourmet manga “Oishinbo” went further down its antinuclear path in the most recent serialized chapter released on Monday, after sparking controversy with the previous chapter on fallout from the nuclear accident at Tokyo Electric Power Co.’s Fukushima No. 1 nuclear power plant.

In the latest episode in Shogakukan Inc.’s Big Comic Spirits magazine, characters warned against living in Fukushima Prefecture.

The previous chapter of Oishinbo, published on April 28, drew criticism for linking nosebleeds—including one suffered by the manga’s lead character—to radiation from the northeastern Japan power station where a triple reactor meltdown occurred shortly after the March 2011 earthquake and tsunami.

At a news conference Monday, Chief Cabinet Secretary Yoshihide Suga said experts deny any causal relationship between nosebleeds and exposure to radiation following the accident. Environment Minister Nobuteru Ishihara made a similar remark on Friday…….

In the latest story, the real former Futaba Mayor Katsutaka Idogawa returns as a character who says that many locals suffer from symptoms such as nosebleeds and fatigue “because they were exposed to radiation.”

In the manga, Idogawa also criticizes the responses from TEPCO and the central government to the worst nuclear accident in Japan’s history. Futaba is one of two municipalities that host the Fukushima No. 1 plant.

Another character in the newest chapter says that Idogawa made his remarks after giving thorough thought to the issue and based on his own experience, explaining that the remarks “are immune from any lie or falsehood and are weighty.”

“You simply can’t decontaminate a wide area in Fukushima and make it a place where people can live again,” a character portraying Takeru Arakida, associate professor at Fukushima University, says in the manga. “This is the truth of Fukushima,” another character responds.The latest episode drew backlash from Fukushima Prefecture and other local governments concerned……..http://the-japan-news.com/news/article/0001274657

Former IAEA chief demands that Isrel come clean opn its nucl;ear weapons

Hans Blix demanded that Israeli officials join the Non-Proliferation Treaty (NPT).

He underlined that Tel Aviv’s refusal to sign international nuclear treaties and its deliberate ambiguity policy with regards to its nuclear program are because of support from Washington.

The Israeli regime is widely believed to be the only possessor of nuclear arms in the Middle East. The regime reportedly maintains between 200 and 400 atomic warheads.

Furthermore, the Israeli regime has never allowed any inspection of its nuclear facilities and continues to defy international calls to join the NPT.

Blix cautioned that all countries in possession of nukes pose a threat to global security, adding that the world has enough bombs to wipe out the Earth several times.

He also accused the US of spying on him following his revelations that Iraq did not possess weapons of mass destruction.

Under the pretext that former Iraqi dictator, Saddam Hussein, possessed weapons of mass destruction, the US and its allies invaded Iraq in March 2003.
