Hitachi agrees UK nuclear purchase

Hitachi Ltd is to buy the Horizon nuclear project for about £700m from its German owners , whose decision to put the joint venture up for sale in March threw Britain’s nuclear expansion plans into disarray.

The price offered by the Japanese technology group, which beat a rival bid by Westinghouse Electric Co, was more than double what most analysts had expected …….. The Horizon venture is little more than a start-up, with land at two sites – Oldbury in Gloucestershire and Wylfa on Anglesey – and the rights to build new reactors there.

Atomic power is a critical plank of a government energy policy designed to move Britain towards a low-carbon economy.

But it has proved hard to attract investors to the sector. So far, the only companies with firm nuclear plans in the UK are EDF Energy and Centrica, owner of British Gas, which are to decide by the end of the year whether to build two reactors at Hinkley Point in Somerset. Centrica is unlikely to proceed with the project, according to people familiar with the matter.

While the Department of Energy and Climate Change has maintained that the deal to sell Horizon was entirely commercial and declined to comment on the process, the government played a central role behind the scenes. Several meetings took place between potential buyers and Horizon at DECC’s Whitehall offices.

While the government will be delighted that Horizon now has new owners, choosing Hitachi could prove problematic for the UK’s nuclear timetable. Its reactor design has yet to be submitted to UK regulators and the approval process can take four years…..

It follows that if new evidence has appeared about the potential consequences of the EURATOM Basic Safety Directive, Under Article 20 (in the original 1996 version Article 6) all practices involving radiation exposure have to be re-justified. It is a legal requirement. What is proposed, therefore, is that all individuals resident in or citizens of a EU member state country, and all NGOs based in such countries, petition the European Parliament to require a re-justification of all radiation producing practices covered by the Euratom Basic Safety Standards Directive in any of its forms in the light of the new scientific evidence of health risks.

This new evidence is appended to the Petition as an Appendix and petitioners may ask for the evidence to be presented in any scientific discussion by members of the European Committee on Radiation Risk
