The Tokyo Electric Power Company (TEPCO) insists the Fukushima accident was triggered by a massive earthquake and tsunami and was not exacerbated by human error.

But critics and insiders say incompetence and negligence on the part of TEPCO also contributed to the scale of the disaster.

A former TEPCO engineer has spoken exclusively to the ABC about the cover-ups and collusion he witnessed inside the stricken plant.

Toshio Kimura worked at the Fukushima No.1 plant for 12 years.

“I asked my boss back in the late ’90s what would happen if a tsunami hit the Fukushima reactors,” he said.

“I said surely a meltdown will happen. He said ‘Kimura, you are right’. But it was made clear that the issue of a big tsunami was taboo.
