South Korea Declared War With First Strike Threat, North Says NTI: Global Security Newswire  Jan. 25, 2010
South Korea declared war on North Korea last week when it warned that it would launch a first strike if it felt a nuclear assault was imminent, Pyongyang said yesterday in comments denouncing Seoul’s military policy (see GSN, Jan. 22).

“Our revolutionary armed forces will regard the scenario for ‘pre-emptive strike’ which the South Korean puppet authorities adopted as a ‘state policy’ as an open declaration of war,” the official Korean Central News Agency quoted a military general staff spokesman as saying, Reuters reported.
