Iran dispute can be resolved without sanctions

Iran can enjoy nuclear energy without sanctions: Presidential hopeful Press TV, 27 April 13,  Iran’s presidential hopeful Ali Akbar Velayati says the dispute over Tehran’s nuclear activities can be resolved so that the country could enjoy the benefits of a peaceful energy program without sanctions.

“The nuclear program issue can be resolved, without losing nuclear technology,” Velayati said on Saturday. … Tehran rejects the allegation over its nuclear energy activities, maintaining that as a committed signatory to the Treaty on the Non-Proliferation of Nuclear Weapons and a member of the International Atomic Energy Agency, it has the right to use nuclear technology for peaceful purposes.

Pointing to the fact that Iran is the first political power in the region, Velayati said none of the important regional issues can be resolved without Tehran’s effective intervention, which demonstrates the country’s influence.

The former foreign minister, who currently advises Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei, said with proper management Iran could become the region’s number one economic power by 2025.

Presidential hopeful Ali Akbar Velayati has formed a coalition with key principlist figures, Gholam-Ali Haddad Adel and Mohammad-Baqer Qalibaf.

The coalition is to pick one of its members with the highest approval rating as the nominee to succeed President Mahmoud Ahmadinejad.

Iran’s 11th presidential election will be held on June 14. Presidential hopefuls can register from May 7 to 11.

Water damage can crack nuclear plants, says NRC

NRC warns nuclear plants to watch for water damage The Reporter, 28 April 13, YORK — Federal authorities are warning nuclear power plants that store spent fuel in dry casks to watch for water damage, citing two incidents at central Pennsylvania plants.

  The York Daily Record says the U.S. Nuclear Regulatory Commission issued    an information notice last week detailing how moisture can degrade structures and components associated with spent fuel storage…… Water was also blamed for cracks on concrete storage units protecting spent fuel and debris from the damaged core of Three Mile Island’s Unit 2, which is stored in Idaho. In 1999, Transnuclear installed the concrete enclosures to cover and protect the material but a year later officials started noticing insignificant cracks in the units. The nuclear deterrence illusion

The Nuclear Illusion, Project Syndicate, Gareth Evans, 26 April 13 ”……the US refuses to de-alert its own nuclear missiles if Russia will not. So nearly 2,000 weapons of mass destruction still face each other on high alert, maximizing the prospect of a catastrophe through human or system error or cyber sabotage.

This deterrence logic produces a snowball effect. With Russia and the US holding 18,000 of the world’s current stockpile of 19,000 nuclear weapons, it is proving impossible to persuade any of the other nuclear-armed states to reduce their own (much smaller) arsenals until the Big Two make further drastic cuts to theirs.

China shares Russia’s concerns about US conventional and missile-defense superiority, and is increasing and modernizing its estimated 240-weapon stockpile. With China taking that course, India – outside the NPT but with 100 weapons of its own – feels the need to add to its own arsenal. And Pakistan then becomes even more determined to try to keep ahead of India.

The truth is that none of the nuclear-armed states, inside or outside the NPT, pays anything more than lip service to the ultimate elimination of nuclear weapons. The continued seductive power of the Cold War logic and language of nuclear deterrence is the primary reason, though for some states it is clear that the testosterone factor – perceived status and prestige – also plays a role.

The uplifting pro-disarmament rhetoric of US President Barack Obama remains just that. No nuclear-armed state will set a timetable for a major reduction in the number of nuclear weapons, let alone their abolition. The size of their arsenals, their fissile material stocks, their force-modernization plans, their stated doctrine, and their known deployment practices all point in the same direction. All foresee indefinite retention of their nuclear weapons, and a continuing role for them in their security policies.

The implications of this stance are profoundly troubling. Concern about states in the Middle East and Northeast Asia joining the nuclear club is as high as it has ever been. But the foot-dragging by the nuclear states on disarmament is making it increasingly difficult to add necessary new muscle to the global non-proliferation regime……..
Progress toward achieving a safer and saner world requires all of the nuclear-armed states to break out of their Cold War mindset, rethink the strategic utility of nuclear deterrence in current conditions, and recalibrate the huge risks implied by retaining their arsenals. It is time for them to recognize that in today’s world, nuclear weapons are the problem, not the solution.

“There is something grossly wrong,” said the inside source, a safety engineer who worked at San Onofre and has 25 years in the nuclear field. […]

He wants to remain anonymous because he told Team 10 he fears for his safety.

“When they made these changes, they did not look at the academic research nor use critical question and an investigative attitude,” said the source. […]

Solar has improved unit costs soon to be 10,000 times relative to Nuclear!

Since the 1970′s Solar PV has improved unit costs by 1,000 times relative to Nuclear! Take a look at the embedded powerpoint.
1) Since the 1970′s the unit cost of new solar photovoltaic (PV) panels has improved by a factor of 100. That is, the dollar cost per watt, has dropped from about $65 per Watt to about 65 cents ($0.65) per watt, according to Bloomberg New Energy Finance.[1]
2) Since the 1970s, the unit cost per watt of a new nuclear power plant has increased by a factor of 10. That is, the dollar cost per watt of building a new nuclear plant has gone from about $1 per watt to $12-$14 per watt, according to Environment America.[2]

Put these two cost trends together, and you get the fact that Solar PV has improved its unit costs by a factor of 1,000 relative to nuclear since the 1970s.

Solar Disruption

There’s no doubt solar is disrupting power markets. Disruptive innovations tend to improve quality and decrease costs over time until it’s too late for the incumbents to compete. Here’s powerful data that shows how far solar has improved relative to nuclear.

Furthermore, solar unit costs keep dropping. First Solar (FSLR) has announced costs around 40 cents ($0.40) per watt by 2017 and others are aiming to get there sooner.[3] Nuclear unit costs have gone up for decades and they will undeniably keep going up after the Fukushima-Dai’ichi nuclear meltdown disaster.

Solar is already cheaper than nuclear. The trends are undeniable: solar will keep getting cheaper and nuclear will getting more expensive. This doesn’t even include the massive taxpayer costs of insuring the uninsurable nuclear industry.[4] These costs do not include the hundreds of billions of dollars that taxpayers in Japan are paying the nuclear industry because of the Fukushima Dai’ichi disaster.[5]

The Future of Energy is Bright

Pay attention to the exponentially improving cost trends of solar PV and the worsening unit costs of nuclear. It won’t be much longer before solar has improved its unit costs by 10,000 times relative to nuclear.

…..The last one was plutonium241, which had radiation dose about 50 times as much as the total of the other three(PU238, PU239 & PU240)…..

….The underground tanks were meant to store low level of radioactive water after being filtered through ALPS.  But they have been using them to store high level of radioactive water (including β (beta) emitting nuclide, Strontium and α (alpha)emitting nuclide, Plutonium)…..

The most recent report on the leakage problem said that about 22 liters of radioactive water had leaked from gaps between the pipes used to transfer it from underground water storage tank into an another tank, and that the level of radioactivity in the water was 290,000Bq/m3.  
This is so high that the leakage is unsafe to approach.  Prof. Koide commented that according to Japanese law, the safety level of radioactive water that can be discharged into the environment is 0.05Bq/m3, or 0./03Bq/m3 if it contains strontium, so it is easy to imagine how high 290,000Bq/m3 actually is!
Dousing it or injecting it with water is the only way of continuing to cool the molten fuel, and this requires 400tons of water every day.  Prof. Koide also observed that the leaks will carry on for as long as Tepco keeps using water to cool the molten fuel, possibly for at least 40 more years, or as long as it takes to decommission the plant.

He also commented that although Tepco keeps making new tanks to combat the problem, this solution would not work for ever, and urged the company again to bring a tanker to store the water.
On top of the reported leakage problems, Prof. Koide reckons that there must have been many cracks in many different places in the trenches and pits and also in the concrete basements of the reactor and turbine buildings, which must have been damaged by the M9 earthquake in March 2011.

Supreme Court hears our case on UK’s illegal air pollution- But no mention of isotopic content?

The Supreme Court has heard our case against the Government for failing to meet legal limits for air quality.

Alan Andrews, ClientEarth lawyer, says: “The Judges were clearly convinced of the serious health implications of allowing air pollution to continue unabated. It was also apparent that the case raised a fundamental question about the rule of law. If the Supreme Court is unable to give an effective remedy to a clear and admitted breach of EU environmental law, there are grave constitutional consequences. There is now the distinct possibility that this will be referred to the European Court of Justice.

“Judgement has been reserved and we are hopeful this will be handed down before Easter.”

We brought the case was brought to make the Government take action to reduce air pollution, a public health issue that causes 29,000 early deaths each year – more than obesity and alcohol combined. Air pollution also stops children’s lungs from growing properly and is linked to low birth weight in newborns.

Issue

Whether, as regards areas where compliance with nitrogen dioxide limits set out in Directive 2008/50/EC (the Air Quality Directive) cannot be achieved by 1 January 2010, the Air Quality Directive requires the Respondent to prepare an air quality plan which demonstrates compliance by 1 January 2015.

Facts

The Air Quality Directive requires Member States not to exceed certain limits on concentrations of nitrogen dioxide set for 1 January 2010. It also provides machinery by which that deadline can be postponed by a maximum of 5 years (to 1 January 2015) on condition that an air quality plan is established.

In June 2011, the Respondent had published draft air quality plans for public consultation. The draft overview statement said that of the 40 zones which exceeded the limits, compliance may be achieved by 2015 in 23 zones, 16 zones are expected to achieve compliance between 2015 and 2020, and compliance in the London zone is expected to be achieved before 2025.

The Appellant began judicial review proceedings at the end of July 2011. In September 2011 the Respondent submitted the final plans to the European Commission, with no major changes having been made to the draft plans. The Appellant argues that the Respondent was and is obliged to put to the Commission plans for reducing nitrogen dioxide levels by 1 January 2015. The Respondent argues that it was and is under no such obligation.
