n a closing address to the third public-private NEC to be held since 1999, Premier Liu Chao-shiuan Liu renewed the promise issued by President Ma Ying-jeou Wednesday to secure passage of the draft renewable energy development statute, which has been stalled in the KMT-controlled Legislative Yuan since 2002, and other related laws.

Liu also promised stronger government efforts to promote energy efficiency and renewable energy sources in society, industry, transportation, power generation, technology, education and government operations.

Native Title is an uneven playing field: Calma By Angela Dorizas 16 April 09 Australia’s native title system is an uneven playing field and in need of serious reform, according to the Aboriginal and Torres Strait Islander Social Justice Commissioner, Tom Calma.Speaking at the recent launch of the latest edition of the Australian Law Reform Commissions’ Reform journal, Calma welcomed the introduction of the Native Title Amendments Bill in Federal Parliament, but called for further changes to the troubled system.One of the changes Calma has proposed is greater funding for native title claims and their representatives.He said while non-Indigenous parties were able to come to the negotiation table with qualified legal and economic advice, Indigenous parties seeking native title were significantly under-resourced.“It’s not an even playing field,” Calma told GovernmentNews.

“There’s an imbalance and it’s something that we need to consider.

“When there’s a power imbalance we don’t always see the best outcomes for Aboriginal and Torres Strait Islander people.

“Indigenous people must have access to sufficient resources to fully and effectively participate in native title. This includes resourcing organisations which are trying to secure a determination of native title or use procedural rights under the act.”

Calma called on the Federal Government to also establish a panel of experts to be drawn upon by various native title parties to “level out” the playing field…………………

“I’ve long voiced concerns about the burden placed on Indigenous people to prove native title, because it’s just simply too great and in fact it is very unjust.”

He said he supported the proposal by the High Court’s Chief Justice Robert French for “certain presumptions in favour of the Indigenous claimant”.

Closing the Gap

Clama said reform of native title would help close the gap between Indigenous and non-Indigenous Australians, since land was fundamental to the health, livelihood and rights of Indigenous communities.

“For Aboriginal and Torres Strait Islander people land is the essence of life,” he said.

“If you get your land back you’re able to associate with that land and from it comes your language and your culture.”

Calma praised the Federal Government’s decision to support the UN Declaration on the Rights of Indigenous Peoples, describing it as the “watershed moment” in Australia’s modern history.

Minister provokes nuclear war over Scotland’s energy future scotsman.com  16 April 2009By Jenny Haworth THE UK government was accused last night of trying to frustrate Scotland’s push for renewable energy by bullying the SNP into accepting new nuclear power stations……………………………..The SNP administration has consistently ruled out any new nuclear power stations in Scotland after the closure of the existing two plants – Hunterston and Torness in East Lothian. Instead, it intends to focus on renewables…………………….Mr Mather was quick to emphasise yesterday that he was focusing on renewable sources of energy rather than nuclear power.

“Scotland simply doesn’t want or need dangerous and unnecessary new nuclear power stations, with soaring decommissioning costs and the unresolved problem of storage of radioactive waste that burdens future generations for thousands of years,” he said.

“Every pound invested in new nuclear power in other parts of the UK is a pound less on developing renewable and clean energy technology.”

He added that the SNP administration was focusing on developing Scotland’s “real strengths” – harnessing the country’s vast renewable energy potential.

“With around a quarter of Europe’s wave and tidal energy potential, as well as massive wind power opportunities, there are fantastic economic and employment opportunities, and the Scottish Government recently announced plans to create 16,000 green energy-related jobs in Scotland over the next decade,” Mr Mather said.

“Renewable technologies, including wind, water, biomass, wave and tidal, backed up by clean thermal base-load, can meet our energy needs many times over.”

PLANS BY the British government to press ahead with a new generation of nuclear power stations, including two proposed sites near Sellafield, have been criticised by Irish environmental groups and anti-nuclear campaigners……………………….

Dr David Hutchinson Edgar, chairman of the Irish Campaign for Nuclear Disarmament (CND), said the plans were a cause for concern. “These concerns are heightened by the fact that five of the sites are on or near the Irish Sea coast, and three are in Cumbria, where Sellafield’s poor record on safety and discharges into the Irish Sea are well-known,” he said.

“In the event of either an accident at a nuclear site, or a deliberate terrorist attack, Ireland . . . could not escape the impact of the fallout . . . Billions invested in prolonging the use of nuclear power could well yield better long-term results through investment in genuinely sustainable and renewable energy sources, such as wind, wave, hydro and biomass.”

“We all know that these ‘million trees’ did not come from building a new power plant, but has to do with conservation,” he said.

Much of the toxic waste found on the Somali coast is traceable to European hospitals and industrial facilities.

It is difficult to predict the extent and aim of Iran’s ambitions. Moreover, if Washington achieves its objectives in Iran, it would shift the strategic balance of power in favor of the United States and away from Moscow. But a failure by the United States to achieve its goals in Iran could undermine the existing balance of power.

Free Canberra Solar Power Information Session Times Announced : Renewable Energy News

Free Canberra Solar Power Information Session Times Announced Energy Matters, a leading Australian renewable energy company, will be running free information sessions on grid connect solar power for Canberra residents this weekend as part of the company’s “double dip” ACT solar incentives special offer
   
Canberra residents are currently the most advantaged group when it comes to solar rebates in Australia; thanks to the Federal Government’s $8,000 rebate for households with incomes under $100,000 and the nation’s most generous state administered feed in tariff scheme. 
   
The ACT was first to introduce a gross feed in tariff scheme in Australia in March this year. The Canberra feed in tariff pays a premium of 3.88 times the market rate (currently 50.5 cents) for all electricity generated by grid connected solar power systems for 20 years.
  
The Energy Matters free information sessions will be held on Sunday 19 April at the following venues.
  
– Southside: 10.30am – 12.00 pm, Vikings Club Lanyon , Heidelberg Street, Conder
– Northside: 2.00pm to 3.30pm, Belconnen Premier Inn, Benjamin Way, Belconnen
  
At these meetings, Energy Matters representatives will discuss the program and answer any questions attendees may have about grid connect solar power. Interested participants will be able to register for the program and secure a special discount on a grid connect system.
  
The Federal Government rebate of $8,000 is due to finish on June 30, 2009, however solar industry speculation is that the government may stop accepting applications as soon one w eek before the budget announcements in May. After July 1 a new scheme w ill be introduced – a solar credits program.
  
While the new program will be accessible to many more Australians,  it will offer up to $4500 less in rebates on a 1kW grid connect solar power system.

Kazakh groups oppose plan to host nuclear bank THE HINDU April 14, 2009 ALMATY, Kazakhstan (AP): A dozen activists who planned to protest the Kazakh president’s proposal to host an international nuclear fuel bank were detained hours before the demonstration was to start on Tuesday, a spokesman for one of their organizations said.Supporters of an international nuclear repository, including the United States, say it would boost global security by dissuading countries from developing their own fuel-production facilities. Iran’s development of uranium-enrichment facilities is seen by critics as a precursor to developing nuclear weapons.President Nursultan Nazarbayev this month offered Kazakhstan as the location for the fuel bank. Under the proposal, Kazakhstan would store and supply nuclear fuel to interested countries under the supervision of the United Nation’s International Atomic Energy Agency.Activists from an array of groups planned to protest the offer Tuesday, but 12 were arrested, said Abzhan Makhambet, a spokesman for the Ar.Rukh.Khak organization.Opponents of the proposal said in a statement that putting the facility in a country with limited freedom of information posed a security risk to Kazakhstan’s population.
Critics of the proposal also argue that Kazakhstan cannot guarantee the security of the proposed site……………………………Nuclear issues are sensitive in this former Soviet republic, which was the site of hundreds of atomic tests between 1949 and 1989. Nuclear explosions at the Semipalatinsk testing site have caused an enduring legacy of health and environmental problems.

Golly, nukes for everybody! High Country News 13 April 09 The “innovative” proposal for many small “pocket” nuclear reactors sounds like the gee-whiz propaganda from the 1950s that every modern family would own a personal atomic car and reactors would produce power “too cheap to meter” (HCN, 3/16 & 3/30/09). In reality, it is an attempt to greenwash a failed technology……………………………

Building these pocket reactors would multiply our safety problems. The federal government can barely provide for adequate oversight of the few reactors we have now — where will the new resources and inspectors come from? An on-site waste repository will still have to be created for each reactor, with high-level waste stored in tanks and pools. Fuel and waste will be transported on public highways, increasing the chances for accidents. Terrorists will have lots of new targets to choose from. We’ll have to mine and refine lots more uranium, a polluting industry that generates large amounts of greenhouse gases. Hard evidence shows that radiation leaks, demonstrably causing harm, are happening all the time at nuclear power plants and cannot be completely prevented.

Sounds like an innovation we can do without.
