Nuclear finance squabble as France’s debt-laden EDF in dispute with USA’s Constellation

Moving up a long way in funky financing, state-to-state bilateral deals in the nuclear power sector are now in high gear. Amounts in play are usually well above US $ 10 billion per project, and very complex mix-and-mingle methods and processes are used for their financing

From Put Options to Development Aid The French EDF ex-monopoly electricity supplier with the biggest number of nuclear reactors of any traded power company in the world, also the most debt-laden traded company in France, and with a share price down about 25% through Jan-Aug 2010, is using financial engineering to keep a foothold in the US nuclear power market. Nuclear power has always been State financed

It was almost exclusively State-controlled, State-financed and State-operated. Its strategic deployment and costs were ultimately linked to the real business of the atom – nuclear weapons making and state security which, of course, was a State secret.

The Atomic Reality At the time when “Funky Town” was regular disco fodder circa 1977, nuclear power generation was still almost totally and exclusively reserved for the Organisation for Economic Co-operation and Development (OECD) countries, the USSR and to a smaller extent, China and India. NUCLEAR POLITICS – theme for October 2010

The politics of nuclear power go right back to the early secret research to develop atomic bombs. Ever since, nuclear technology has been intrinsically part of nuclear weaponry.

Governments of the  “nuclear club” – USA, Russia, UK, France, China – all want to keep their nuclear weapons.  Others, India, Pakistan, Israel, North Korea, Iran either already have nuclear weapons, or aspire to them.

“Peaceful” nuclear power is the smokescreen behind the nuclear weapons industry.

But “peaceful” nuclear power is so expensive, that only the tax-payer is in a position to afford it.

Nuclear power today is going ahead only where the government pays for it – China, Russia, France.   But even then, it still looks too costly.

So – today,  the old “nuclear nations” scramble to sell nuclear technology to the “undeveloped” nations.  Today’s nuclear politics are all about competing to sell “peaceful” nuclear technology, while pretending to be  against nuclear weaponry.

This promotion is always couched in terms of “helping countries to get cheap energy”, and “combating global warming”. However, it is pretty obvious that the countries that want nuclear power really want it for weapons development. Meanwhile, the nuclear companies look to establish a profitable enterprise, and, and also to develop power and influence. This is especially noticeable in the case of Russia. But France and the U.S.A also seek to develop a powerful hold on the energy methods of other countries.

At home, governments such as those of the U.S.A., France, U.K., Russia, China, India, Israel … (it’s a growing list) seek to maintain and expand their nuclear weapons arsenal. The push for “peaceful” nuclear power is a mask covering their weapons aims.

French nuclear empire in retreat as EDF pulls out of Suez

THE NUCLEAR RETREAT -  GDF Suez pulls out of French EPR project throwing French nuclear expansion into doubt Beyond Nuclear -September 23, 2010 GDF Suez, the second largest utility in France, has withdrawn from the newest nuclear reactor project there. GDF Suez, 35% state-owned, was a partner with the leading – and fully government-owned – French utility, EDF in the new reactor construction project planned at Penly on the north coast. But despite shouldering 25% of the financing, Suez was prevented by EDF from operating the reactor, a role reserved for EDF. Suez depended on operating experience to market its expertise overseas. The withdrawal marks another blow to the French EPR reactor project already suffering from huge delays and cost over-runs at its French and Finnish construction sites.

France’s heavily subsidised nuclear industry – a costly warning to USA

The French nuclear program has been a state-owned monopoly from the outset, heavily subsidized by the government.  It could not survive in a free market.  By copying the French model – both in its energy choices and its willingness to use public funds to subsidize an industry that has never been self-sustaining – the U.S. is heading down a dangerous path of nuclear socialism.

France’s Nuclear “Miracle” is More Fantasy that Fact,  The Hill, By Mark Cooper – 09/23/10 Among backers of nuclear power development in the U.S., France has long been held out as the model to emulate. Now, as pressure builds on policy makers in Washington to set a new domestic energy course, the French experience once again is being heralded as proof that nuclearpower is the way to go.
Trouble is, France’s nuclear “miracle” is more fantasy than fact.  Read more »
